The Ministry of Home Affairs has just issued Official Letter 4753/BNV-CQDP on resolving difficulties and problems in the process of implementing the 2-level local government model.
Accordingly, the People's Committees of provinces and cities are required to review, support, and completely resolve difficulties and problems in the locality, especially issues related to the arrangement, arrangement, and resolution of regimes and policies for cadres, civil servants, public employees, and workers; arrangement of working headquarters; publicization and implementation of administrative procedures to serve people and businesses; storage, digitization of documents... to ensure timeliness and efficiency, not allowing the situation to prolong, slow, delay, and avoid hot spots and loss of solidarity.
The Ministry of Home Affairs stated 2 bases for arranging and assigning the use of non-professional workers at the commune level when implementing the 2-level local government model.
The Government Steering Committee has issued Official Letter 12/CV-BCD on orientation for a number of contents on the arrangement and assignment of non-professional workers at the commune level when implementing the 2-level local government model.
At the same time, the Government issued Decree 170/2025/ND-CP regulating the recruitment, use and management of civil servants, effective from July 1, which stipulates that part-time workers at the commune level are one of the subjects accepted to work as civil servants when meeting the prescribed standards and conditions.
In addition, the order of converting villages and residential groups and renaming villages and residential groups at newly formed commune-level administrative units will be reorganized according to the new regulations of the Law on Organization of Local Government 2025 (Law No. 72/2025/QH15).
Regarding the resolution of regimes and policies when implementing the arrangement, if cadres, civil servants and public employees wish to quit their jobs immediately, local Party committees and authorities shall base on the Resolution of the National Assembly and the Standing Committee of the National Assembly on the arrangement of provincial and commune-level administrative units and the Comprehensive Project on the arrangement of specialized agencies, administrative agencies and public service units when implementing the model of local government at 2 levels to consider and decide for cadres, civil servants, public employees and workers to quit their jobs and immediately enjoy policies and regimes according to Decree 178/2024/ND-CP (amended and supplemented in Decree 67/2025/ND-CP).
