Director of the Department of Organization and Inter-reational Affairs (Ministry of Home Affairs) Vu Hai Nam has just shared some about the organization of the apparatus, functions and tasks of specialized agencies under the People's Committee at the commune level at the National Online Conference on professional training for cadres, civil servants and public employees at the commune level in the field of Home Affairs.
According to Mr. Nam, this content is clearly stated in the Conclusions of the Politburo and the Secretariat such as Conclusions No. 137, 155, 157, 160, 163... and guiding documents of the Central Steering Committee, the Central Organizing Committee, and the Government Steering Committee.
In terms of institutions, we have the Law on Government Organization; Law on Organization of Local Government; Decree No. 150/2025 dated June 12, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones under provinces and centrally run cities.
Accordingly, in the immediate future, the Ministry of Home Affairs proposes to continue implementing the Government's regulations in Decree No. 150/2025/ND-CP and the instructions of the Ministries managing sectors and fields that have just been issued.
After 1 month of implementing and operating the two-level local government, based on recommendations and proposals from localities, in the coming time, the Ministry of Home Affairs will study, develop and report to competent authorities for the policy on decentralization to local authorities at the commune level to proactively decide to establish specialized departments;
In case no specialized departments are established, commune-level civil servants are arranged by industry and field to perform the function of advising and assisting commune-level People's Committees in state management of sectors and fields; the criteria for establishing additional specialized departments for areas with complex and large-scale management requirements.
Regarding the recommendations of some localities on arranging staff for the Commune-level Military Command, according to Mr. Nam, based on the provisions of the Law amending and supplementing a number of articles of the 11 Laws on the military, the Chairman of the Provincial People's Committee decided to appoint command and assistant positions of the Commune-level Military Command.
"Accordingly, for the payroll of the Commune-level Military Command, it is recommended that localities, according to their assigned authority, proactively balance and arrange payroll for the new Commune-level Military Command to perform military and defense tasks at the local level from the total payroll assigned by competent authorities" - said the Director of the Department of Organization and Border Guard.
