The Government finalizes the number of Deputy Commanders and Assistants to the Military Command

The Government issued a decree regulating the number of Deputy Commanders and assistants of the Military Command for each commune-level administrative unit.

The Government has just issued Decree No. 220/2025/ND-CP dated August 7, 2025 amending and supplementing a number of articles of a number of Decrees in the fields of national defense and military when organizing local governments at 2 levels.

Decree No. 220/2025/ND-CP consists of 11 Articles; amends and supplements a number of articles of the following 9 Decrees:

1. Decree No. 168/2018/ND-CP dated December 28, 2018 of the Government on defense work in central and local ministries and branches;

2. Decree No. 21/2019/ND-CP dated February 22, 2019 of the Government on defense areas;

3. Decree No. 164/2018/ND-CP dated December 21, 2018 of the Government on combining national defense with socio-economics and socio-economics with national defense;

4. Decree No. 22/2021/ND-CP dated March 19, 2021 of the Government on Economic - Defense Zone;

5. Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on the organization of force building and regimes and policies for the Militia and Self-Defense Forces, was amended and supplemented by a number of articles in Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government;

6. Decree No. 13/2014/ND-CP dated February 25, 2014 of the Government detailing and measures to implement the Law on National Defense and Security Education, amended and supplemented a number of articles in Decree No. 139/2020/ND-CP dated November 27, 2020 of the Government;

7. Decree No. 13/2016/ND-CP dated February 19, 2016 of the Government stipulates the order, procedures for registration and the regime and policies of citizens during the period of registration, examination and health check-up for military service;

8. Decree No. 14/2016/ND-CP dated March 15, 2016 of the Government stipulates professional sectors and occupations in accordance with the requirements of the People's Army for female citizens of military service age; citizens exempted from military service during wartime and second-class reserve soldier training;

9. Decree No. 61/2019/ND-CP dated July 10, 2019 of the Government detailing a number of articles and measures to implement the Law on the Vietnam Coast Guard.

The amendment and supplementation of a number of articles in 09 Decrees of the Government under the state management of the Ministry of National Defense mentioned above aims to fully and promptly institutionalize the Party's guidelines and orientations, Conclusions of the Politburo, Secretariat, provisions of the revised Constitution, Law on Organization of Local Government (amended) when adjusting the organization of local government at 2 levels (provincial and commune levels).

Regarding the decentralization of the management of militia and self-defense units, Decree No. 220/2025/ND-CP has abolished Clause 2, Article 3 of Decree No. 72/2020/ND-CP related to the District Military Command; at the same time, this task has been assigned to the Commune Military Command.

Decree No. 220/2025/ND-CP adds Point c, Clause 3, Article 3: "The Commune-level Military Command manages the Military Command of agencies and organizations not falling under the provisions of Point a, Clause 1 of this Article", to comply with the 2-level model, shifting from the responsibility of the district level to the commune level.

Decree No. 220/2025/ND-CP also adds the position of assistant to the Commune-level Military Command (in Clause 1, Article 4).

The number of Deputy Commanders and Assistants of the Commune-level Military Command is as follows:

Key commune-level administrative units in defense are arranged with no more than 2 Deputy Commanders and 1 assistant.

Commune-level administrative units not falling under the above provisions shall arrange 1 Deputy Commander and 1 assistant.

The Decree takes effect from August 7, 2025.
