The Government has just issued Decree No. 220/2025/ND-CP dated August 7, 2025 amending and supplementing a number of articles of a number of Decrees in the fields of national defense and military when organizing local governments at 2 levels.
Decree No. 220/2025/ND-CP also adds the position of assistant to the Commune-level Military Command (in Clause 1, Article 4) and the seniority allowance regime for this position (in Clause 1,2,3, Article 10) as follows:
In particular, amending and supplementing Clauses 1,2,3, Article 10 on seniority allowance regimes for assistants of the Commune-level Military Command:
1. Commanders, Political Commissars, Deputy Commanders, Deputy Political Commissars, and assistants of Commune-level Military Commands with a working period of 60 months or more are entitled to seniority allowances. The allowance level is as follows:
After 5 years (fully 60 months) of work, seniority allowance is equal to 5% of current salary and position allowance, seniority allowance exceeding the framework (if any) or current monthly allowance; from the 6th year onwards each year (fully 12 months) is calculated by 1%.
2. Commanders, Political Commissars, Deputy Commanders, Deputy Political Commissars, and assistants of Commune-level Military Commands who have worked in other professions and are entitled to seniority allowances will be added to the time holding the positions of Commanders of Commune-level Military Commands to calculate seniority allowances.
The prescribed seniority allowance calculation period will be accumulated if there is a gap.
3. The seniority allowance regime for Commanders, Political Commissars, Deputy Commanders, Deputy Political Commissars, and assistants of the Commune-level Military Command is calculated at the same salary and monthly allowance.
Seniority allowances for Commanders, Deputy Commanders, and assistants of Commune-level Military Commands are calculated for social insurance and health insurance contributions and benefits.
