The Government has just issued Decree No. 179/2024/ND-CP regulating policies to attract and employ talented people, effective from January 1, 2025.
At the Ministry of Home Affairs' extraordinary press conference on the afternoon of December 31, Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) Nguyen Tuan Ninh presented the content of Decree No. 179/2024/ND-CP dated December 31, 2024 of the Government stipulating policies to attract and promote talented people to work in agencies, organizations and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.
The three subjects of application in the Decree include:
One is talented cadres, civil servants and public employees.
Second, excellent graduates, talented young scientists.
Third, experts, managers, business administrators, and leading scientists are Vietnamese or foreigners.
The Decree clearly states 6 policies to attract talented people to the public sector, including: Priority policy for recruiting civil servants and public employees; First-time recruitment subsidy policy; Post-recruitment training and development policy;
Policies on working conditions and working equipment; Priority policies on arrangement and use; Support policies for experts, managers, business administrators, and leading scientists who are Vietnamese overseas or foreigners.
Notably, the initial post-recruitment incentive policy states:
Excellent students and talented young scientists, when recruited as civil servants or public employees, in addition to receiving 100% of their salary during the probationary period, will also receive an additional allowance equal to 150% of their salary according to the current salary coefficient for a period of 5 years from the date of recruitment.
Accordingly, the basic salary (excluding 25% public service allowance for civil servants, allowances according to industry and field, if any) for those with a university degree is 13,700,000 VND/month; those with a master's degree are 15,620,000 VND/month; those with a doctorate degree are 17,550,000 VND/month.
For Vietnamese experts, managers, business administrators, and leading scientists, when recruited as civil servants and appointed officials, their salaries are classified into the salary scale and professional title corresponding to the assigned job position (including senior experts, senior experts and equivalent) and they are entitled to an additional allowance of 300% of their current salary.
Accordingly, the lowest basic salary (excluding the 25% public service allowance for civil servants, allowances according to industry and field, if any) for those appointed as senior specialists or equivalent is 41,184,000 VND/month; for those appointed as senior specialists or equivalent is 58,032,000 VND/month.
In case experts, managers, business administrators, or leading scientists are Vietnamese or foreigners who sign labor contracts, the heads of ministries, branches, central and local agencies are allowed to decide on the remuneration level based on the work requirements, capacity, and contributions of experts, leading scientists, and the funding source to implement policies for talented people of ministries, branches, central and local agencies.
According to Mr. Nguyen Tuan Ninh, based on the ability to balance the budget and mobilize resources according to the provisions of law to implement policies for talented people, ministries, branches, central and local agencies are supplemented with other support policies for talented people.
