On March 2nd, according to the Government Electronic Information Portal, the Prime Minister has just signed and issued Decision No. 282/QD-TTg on issuing the Key State Administrative Reform Plan for the period 2026-2030, which includes content on salary reform.
The decision clearly states the key tasks to be implemented in the period 2026-2030 are: Reviewing, amending, supplementing, and promulgating new legal regulations to organize the synchronous and effective implementation of the 2025 Law on Cadres and Civil Servants and the 2025 Law on Public Employees.
Amending, supplementing, and perfecting legal regulations to effectively implement special mechanisms in recruiting, arranging, using, and treating cadres, civil servants, and public employees according to Conclusion No. 205-KL/TW dated November 7, 2025 of the Politburo on some breakthrough solutions in recruiting, arranging, using, and treating cadres.
Notably, according to Decision 282/QD-TTg, the Prime Minister requests to review, build and complete job positions suitable to the functions and tasks of each agency, unit, and organization as a basis for recruiting, appointing, and using cadres, civil servants, and public employees.
Reforming the salary and bonus regime and diversifying preferential policies for cadres, civil servants, and public employees.
Innovate programs, materials, and methods for fostering cadres, civil servants, and public employees from content-based approaches to job position-based approaches and the capacity framework of job positions.
Regarding the content of salary and bonus reform, the Prime Minister assigned the Ministry of Home Affairs to take the lead in coordinating with relevant ministries and sectors to build salary and bonus regime reform and diversify preferential policies for cadres, civil servants, and public employees right in 2026.
This content is clearly stated in Appendix II issued together with Decision 282/QD-TTg. In which, item V of Appendix II sets out the task of reforming the public service regime in key state administrative reform tasks for the period 2026-2030.
In which, the task of reforming the salary and bonus regime is assigned to the Ministry of Home Affairs in coordination with ministries, branches, and localities to implement with a completion deadline of 2026 and the expected result is the promulgation of relevant Resolutions, Decrees and Circulars.
Reforming the salary regime in accordance with the reorganization of the apparatus and streamlining staff
Previously, in the Appendix on summarizing Party building work for the XIII Congress term and Directions, tasks, and solutions for Party building work for the XIV Congress term, the Party's XIV Congress Document also clearly stated the task of implementing salary and allowance regime reform in accordance with practical requirements on arranging, reorganizing the apparatus and streamlining staff.
