According to a report by the Ministry of Home Affairs, an important task that the Ministry will implement in March is to continue to implement the preliminary review plan for the implementation of Resolution No. 27-NQ/TW on salary policy reform and Resolution No. 28-NQ/TW on social insurance policy reform.
This task will be carried out in parallel with the implementation of the content of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo.
Regarding this issue, at the meeting to deploy tasks for March of the Ministry of Home Affairs, Minister Do Thanh Binh said that in the coming time, the Ministry of Home Affairs will continue to advise competent authorities, guide localities to remove some obstacles and difficulties of the 2-level local government model that still exists.
Focus on advising competent authorities to direct ministries, branches, and localities to review and improve functions and tasks, arrange and consolidate public non-business units to ensure streamlining, effective and efficient operation according to the resolution of the Central Government, and the direction of the Politburo and the Secretariat.
The above work must be associated with streamlining staff, restructuring the organizational structure, quality of cadres, assigning staff, and managing staff.
At the same time, continue to focus on implementing tasks in salary reform, allowances, and subsidies to ensure appropriateness and synchronization according to the 2-level local government model.
Previously, the Ministry of Home Affairs advised competent authorities to submit to the 7th Plenum of the 12th Central Committee to issue Resolution No. 27-NQ/TW dated May 21, 2018 on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
Implementing Conclusion No. 64-KL/TW dated October 18, 2023 of the 8th Plenum of the 13th Central Committee on socio-economics in 2023-2024 and Resolution No. 104/2023/QH15 dated November 10, 2023 of the 15th National Assembly on the state budget estimate for 2024, the Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to prepare reports to the Government, Politburo, and National Assembly on problems and inadequacies if new salary scales and new allowance regimes in the public sector are implemented in accordance with Resolution No. 27-NQ/TW.
Accordingly, the Politburo issued Conclusion No. 83-KL/TW dated June 21, 2024; The National Assembly issued Resolution No. 142/2024/QH15 dated June 29, 2024 (Resolution of the 7th Session, 15th National Assembly) and the Government issued Decree No. 73/2024/ND-CP dated June 30, 2024 adjusting the base salary from 1,800,000 VND/month to 2,340,000 VND/month (an increase of 30%) from July 1, 2024 for cadres, civil servants, public employees and armed forces.
At point 5.2 Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Committee (now the Central Policy and Strategy Committee) to preside over the preliminary review of the implementation of Resolution No. 27-NQ/TW, in which to coordinate with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries, and branches to study and assess the suitability, feasibility and propose the implementation of 5 salary scales and 9 new allowance regimes of the public sector to be appropriate for submission to the Central Government for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
After the Central Policy and Strategy Committee summarizes the implementation of Resolution No. 27-NQ/TW, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and agencies to study appropriateness, feasibility and propose salaries, new allowance regimes and bonuses.
