On April 1st, the Conference to exchange contents related to law-making on overcoming the consequences of bombs, mines, and explosives after the war between the Legal Department, Ministry of National Defense of Vietnam and the Legal Department, Ministry of the Revolutionary Armed Forces of Cuba took place online.
Speaking at the conference, Colonel Vu Van Kiem - Deputy Director of the Legal Department, Ministry of National Defense of Vietnam - affirmed that for many years, the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba have always been consolidated and developed in many fields.
In particular, bilateral defense cooperation has been promoted by both sides and has achieved many important results. The Memorandum of Understanding on military law and defense cooperation between the Ministry of National Defense of Vietnam and the Ministry of the Revolutionary Armed Forces of Cuba signed in 2024 is the legal basis for military law and defense cooperation activities between the two sides.
This is one of the new but substantive cooperation activities, clearly expressing the views of the two States and the two Armies on building a rule-of-law state, a regular and elite army.
Colonel Vu Van Kiem added that Vietnam is one of the countries most affected by bomb and mine pollution, and explosives left over from the war. Bombs and explosives left over from the war still have many impacts on people's lives and the socio-economic development of the country.
Currently, the National Assembly Standing Committee assigns the Ministry of National Defense to develop an Ordinance on overcoming the consequences of bombs, mines and explosives after the war, which will be an important legal document to improve the effectiveness of overcoming the consequences of bombs, mines and explosives after the war in Vietnam.
Highly appreciating the efforts of the Vietnamese side in overcoming the consequences of bombs and mines, explosives after the war, Colonel Gema Calvino Santana - Director of the Legal Department, Ministry of the Revolutionary Armed Forces of Cuba, emphasized that half a century has passed, Vietnam from a country devastated by war has risen to become a country that has achieved great achievements in economic development and social justice.
Colonel Gema Calvino Santana hopes that this conference will contribute to continuing and further developing the cooperative relationship between the Legal Department, the Ministry of the Revolutionary Armed Forces of Cuba and the Legal Department, the Ministry of National Defense of Vietnam, especially in sharing experiences related to building laws on overcoming the consequences of bombs and mines, explosives after war - a very meaningful field in the current context.
At the conference, Cuba shared legal regulations used for bomb and mine clearance and experiences in international missions on overcoming the consequences of bombs and mines and explosives after the war; and said that Cuba has established and implemented strict policies to ensure the responsible use of mines for defensive purposes and for national security.
