This content is stated in Directive No. 06/CT-TTg of Prime Minister Pham Minh Chinh on urging the implementation of key tasks after the Binh Ngo Lunar New Year holiday in 2026.
The Ministry of National Defense is assigned to preside over and coordinate with agencies and localities to continue to strictly maintain the combat readiness regime; proactively grasp the situation in the air, at sea, borders, inland, offshore, cyberspace, promptly detect, prevent, combat, and handle situations, not to be passive or surprised, and maintain independence, sovereignty, and territorial integrity.
Coordinate with functional forces to maintain security and order, especially during the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term.
Report to the Prime Minister for consideration and direction on the Project to organize the Vietnam International Defense Exhibition in 2026 and organize and operate the "Fund for Vietnam's Sea and Islands".
Direct agencies and units to closely coordinate with localities to organize the handover and receipt of troops to ensure quality, meet targets, and absolute safety; prepare good forces and means, closely coordinate with localities to be ready to participate in preventing, combating, and overcoming the consequences of natural disasters and epidemics.
Monitor and strictly manage border, sea, and island routes, coordinate with relevant agencies and units to strengthen patrols, inspections, fight against crime, prevent illegal entry and exit across borders, border gates, trails, open paths, and seaports.
Strengthen propaganda, resolutely drive away and prevent foreign ships from violating and encroaching on sea areas, ensuring the safety of our marine economic activities; implement measures to combat illegal, unreported, and unregulated seafood exploitation.
Continue to implement the project to adjust the organization and staffing of the Military Command (CHQS) at commune, ward, and special zone levels to meet the requirements and tasks in the new situation.
According to Conclusion 228 on the situation and results of operation of the political system apparatus and local government at 2 levels, the Politburo and the Secretariat requested local Party committees at all levels to urgently consolidate the sufficient number of cadres of the Commune-level Military Command according to regulations.
The Politburo also agreed with the policy of bringing military officers to participate in the Commune-level Military Command. On that basis, the Central Military Commission is assigned to develop a project, clarify the roadmap, working relationships and related regimes and policies, and report to the Politburo in the first quarter of 2026.
Institutionalizing this policy, the Government has issued Resolution 66/12/2026 on the organization and operation of the Military Commands of communes, wards, and special zones directly under the Military Commands of provinces and cities and relevant commands.
The Commune-level Military Command consists of Commander, Political Commissar concurrently appointed by the Secretary of the Commune-level Party Committee, Deputy Commander, Deputy Political Commissar, assistants and technical staff.
The Minister of National Defense decides on the organization, staffing, tasks and titles of the Commune-level Military Command, ensuring no increase in total staff according to the decision of the competent authority.
Recently, many localities such as Hanoi, Can Tho, Ha Tinh, An Giang, Da Nang... have implemented the mobilization of officers and professional soldiers to the commune level to consolidate grassroots human resources.
Implementing this policy in localities, according to the Hanoi Capital High Command, 126 Commune and Ward Military Commands have been consolidated with the participation of regular forces.
And the Military Command of Da Nang City has mobilized a series of regular officers, appointed them to the position of Deputy Political Commissar, Military Command Boards of wards and communes.
