The Central Executive Committee recently issued an Action Program to concretize and effectively implement the Resolution of the 14th Party Congress.
The action program sets out important and strategic tasks, projects, works, and projects in the period 2026-2030, assigning specific and clear responsibilities, resources, progress and necessary conditions for implementation, as an important basis for all levels and sectors to perform according to their assigned functions, tasks, and powers, contributing to the successful completion of the goals set out by the 14th Party Congress.
Among the main tasks, the Central Executive Committee assigned tasks to continue reviewing, amending, and supplementing regulations on functions, tasks, and organizational structure; continue to arrange and streamline organizations within agencies and units at the Central and local levels.
This task is assigned to Party agencies and units at the Central level, the Central Organization Committee to preside over and coordinate with provincial and city Party committees, and Party committees directly under the Central Government to implement in June 2026.
Regarding this content, the Ministry of Home Affairs will soon preside over and coordinate with ministries, branches, and localities to advise and propose key tasks and solutions to promote state administrative reform in the period 2026-2030.
A key task is to continue to review and streamline internal organizations of ministries, central agencies, departments, branches in localities and public non-business units, state-owned enterprises. Pay attention to immediately solving problems such as material facilities and equipment in communes that are still difficult; upgrade information technology infrastructure.
Continue to strictly implement Conclusion No. 192-KL/TW dated September 19, 2025 of the Politburo and the Secretariat on the implementation of laws related to decentralization, delegation of power, and demarcation of authority when operating local governments at 2 levels.
Implement the arrangement of public service units, schools, medical facilities, state-owned enterprises, streamlining organizations within agencies, units, and organizations in the political system in accordance with the direction in Document No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW and Plan No. 130/KHBCĐTKNQ18 dated September 21, 2025 on the Plan to arrange public service units, state-owned enterprises, and organizations within the state administrative system.
Focus on strictly and effectively implementing the Law on Cadres and Civil Servants in 2025, the Law on Public Employees in 2025 and guiding documents for implementation. Continue to advise the Government to issue documents amending and supplementing regulations on organizational structure, staffing, recruitment, evaluation, planning, training, and fostering cadres according to the new regulations of the Politburo so that localities have a basis for unity in implementation.
Localities urgently consolidate the positions of officials and civil servants that are still lacking, ensure quantity, both work and learn from experience, and promptly propose solutions to improve the efficiency of personnel work, ensuring the 2-level government apparatus operates smoothly and effectively.
Continue to implement the policy of streamlining staff, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees (CBCCVC).
The Ministry of Home Affairs urges and inspects the review, arrangement, and assignment of CBCCVC to ensure the correct job positions, meeting task requirements; proposes adjustments to salaries and allowances for CBCCVC and armed forces after arranging the organizational structure and organization of local government at 2 levels; develops and completes Decrees regulating civil servant job positions.
