The Government requests the permanent transfer of the National Sports Complex to the Ministry of National Defense for management from October 1, 2026.

The Government has just issued Resolution No. 264/NQ-CP dated September 7, 2026 on the transfer of the National Sports Complex (National Sports Complex).

The Government decided to agree to transfer the National Sports Complex; in which, transferring the original state of the National Sports Complex to the Ministry of National Defense for management and a part of the land area within the planning of the National Sports Complex to the Hanoi City People's Committee for management.

The Government requires the handover and receipt to be completed before October 1, 2026. From October 1, 2026, the Ministry of National Defense directly manages the National Sports Complex.

The management and organization of physical education, sports, land, assets, finance, and personnel activities at the National Sports Festival Zone shall be carried out in accordance with the provisions of law on physical education, sports, land, investment, finance, public assets and other relevant laws; ensuring efficiency, not allowing loss, waste, or negativity to occur.

The Government assigns the Ministry of Culture, Sports and Tourism to preside over and coordinate with the Ministry of National Defense, Hanoi City People's Committee and relevant ministries and sectors to develop and submit to the Prime Minister for promulgation a Decision on the transfer of the National Sports Complex in accordance with the provisions of this Resolution and other relevant legal regulations; to be completed before September 15, 2026.

Organize the handover of land to the Ministry of National Defense, Hanoi City People's Committee according to the approved plan; hand over the organizational structure, personnel, assets, finances, documents, related rights and obligations, activities, tasks, work and public investment projects that have been and are being implemented at the National Sports Complex to the Ministry of National Defense after the Prime Minister's decision.

The Ministry of National Defense coordinates with the Ministry of Culture, Sports and Tourism, and the Hanoi People's Committee to organize the reception and management of the National Sports Complex according to the approved plan and in accordance with the law.

Promulgate decisions regulating the functions, tasks, powers and organizational structure of the National Sports Complex according to the new management model; allocate budget to ensure that the operating funds of the National Sports Complex are not interrupted from the time of completion of receiving handover.

The National Sports Complex is more than 247 hectares wide in West Hanoi, including many items such as My Dinh stadium, water sports complex, youth football training center, training grounds and green parks. After 25 years of operation, the National Sports Complex has made great contributions to the country's political, cultural and sports tasks. However, the operation process also has many difficulties, obstacles and prolonged backlogs.
