The National Assembly has passed Resolution No. 196/2025/QH15 dated May 17, 2025, adding VND44,000 billion to the central budget estimate for 2025 to pay benefits to civil servants, public employees, and workers.
In case the funding demand arises beyond the level, the National Assembly allows the Government to use the central budget's salary reform accumulation to implement.
Based on the proposal of the Ministry of Finance in Submission No. 207/TTr-BTC dated May 16, 2025 and Document No. 6760/BTC-KTN dated May 19, 2025 on supplementing the 2025 regular state budget expenditure estimates of ministries and central agencies (phase 3), on May 19, 2025, the Prime Minister issued Decision No. 974/QD-TTg to supplement the 2025 regular state budget expenditure estimates for ministries and central agencies (phase 3).
According to the Decision, VND 14,940 billion will be added to resolve policies for 13,168 people according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP
The Decision also clearly states that ministries and central agencies are fully responsible for managing and using the allocated funds for payment to ensure the correct subjects, policies and regimes according to the provisions of Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP, Circular No. 07/2025/TT-BTC of the Ministry of Finance and guiding documents of the Ministry of Home Affairs, preventing loss, waste, negativity and complaints.
Previously, Prime Minister Pham Minh Chinh signed Official Dispatch No. 62/CD-TTg dated May 12, 2025 on the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
The Ministry of Finance is allocated VND 11,407 billion to implement policies for 10,444 people to implement Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
