Ministry of Finance has not completed the progress of arranging and handling according to requirements
The announcement said that, including the period from March 1, 2025 to June 22, 2026, the Ministry of Finance has issued Decisions to handle 1,937 redundant land and housing facilities (CSNĐ), no Decisions to handle 3 CSNĐ; has completed the handling of 1,739 CSNĐ, and has not completed the handling of 198 redundant CSNĐ after arrangement (including 11 redundant facilities before March 1, 2025).
The notice pointed out that the inventory, review, and reporting work of the Ministry of Finance is still incomplete and inaccurate; some units under the Ministry of Finance have not fully and accurately updated NDCS data and information into the Internal Sector Asset Management Software as well as the National Asset Database software, and have not promptly adjusted to reduce transferred and transferred facilities.
The Ministry of Finance has not completed the progress of arranging and handling CSNĐ according to the requirements in Official Dispatch No. 39/CD-TTg dated May 14, 2026 of the Prime Minister and Guidance Official Dispatch No. 6215/BTC-QLCS dated May 15, 2026 of the Ministry of Finance.
Regarding the compliance with regulations in management and use for 198 redundant CSNDs that are not in need of use, the Government Inspectorate pointed out that there are 131 CSNDs that are vacant and not in use, in which:
There are 10 establishments that have not been used for more than 1 year (before March 1, 2025) with an area of 5,568.6m2 of land, 3,726.5m2 of construction floor, not ensuring the principles of management and use of public assets.
There are 121 CSNDs that have not been used for less than 1 year waiting for handling and handover.
Regarding the use of CSNĐ according to standards and norms, the Government Inspectorate pointed out that there are 242 CSNĐ being managed and used with surplus of a part of the floor area used for workplaces higher than the standards and norms as prescribed in Decree No. 155/2025/ND-CP 248,05.2m2 or with surplus, no need to use for a part of the land area of 270.718.6m2.
There are 27 CSNĐ continuing to be completely surplus, with an area of 23,139.61m2 of land, 19,460.22m2 of construction floor. In which: 16 CSNĐ at the Tax Department with an area of 5,287.46m2 of land, 9,854.4m2 of construction floor, the Tax Department has reviewed according to Official Dispatch No. 39/CD-TTg, determining continued surplus; 11 CSNĐ at the State Treasury with an area of 17,852m2 of land, 9,606m2 of construction floor, the State Treasury is continuing to review and arrange.
Clarify the specific responsibilities of each organization and individual
The Government Inspectorate proposed that the Ministry of Finance, based on the shortcomings, limitations, and omissions mentioned in the Inspection Conclusion, the Ministry of Finance review and clarify the nature, extent, consequences, causes and specific responsibilities of each relevant organization and individual through each period; based on the review results, if there are sufficient grounds and bases as prescribed, the organization shall consider responsibilities for strict handling according to the provisions of law.
Direct units throughout the sector to review, update, and standardize data on public assets such as houses and land on the National Database of Public Assets, ensuring accuracy and timeliness to serve management, comparison, and reporting; complete legal documents to register land changes, and carry out procedures for issuing Certificates of Land Use Rights and House Ownership in accordance with the provisions of the Land Law.
Direct functional units to conduct inspections and handle CSNDs that are not allowed to be used for more than 12 consecutive months as stated in the Inspection Conclusion; clearly identify the causes, responsibilities, consequences, strictly handle violations and errors according to the provisions of law; have plans and measures to arrange, handle transfer, and transfer to soon put CSND into operation and use, avoiding waste.
