The Ministry of Finance will guide the source of expenditure when the base salary is expected to increase by 8% from July 1

The draft Decree of the Ministry of Home Affairs proposes to increase the base salary by 8% from July 1, 2026, and at the same time assigns the Ministry of Finance to guide the determination of sources and methods of implementation.

The Ministry of Home Affairs is drafting a Decree regulating the base salary and bonus regime for cadres, civil servants, public employees, and armed forces.

The draft Decree is currently in the process of collecting comments; stipulating the base salary applied from July 1, 2026 is 2.53 million VND/month, an increase of 19,000 VND compared to the current level.

The above base salary level is the basis for calculating salaries in salary scales, allowances and implementing other regimes according to the provisions of law, and is also used to calculate operating fees and living expenses according to regulations as well as calculate deductions and regimes enjoyed according to the base salary level.

Notably, regarding implementation responsibility, the Ministry of Home Affairs proposed basically inheriting the contents of Decree No. 73/2024/ND-CP.

In addition, regarding the responsibility of the Minister of Finance, the Ministry of Home Affairs received the opinion of the Ministry of Finance, adding the phrase: "While these agencies and units have not amended or abolished specific financial and income mechanisms" to clarify the regulations.

Accordingly, the Minister of Home Affairs shall guide the implementation of the regulations on the base salary level in this Decree for subjects receiving salaries and allowances in agencies, organizations, and public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.

The Minister of National Defense and the Minister of Public Security guide the implementation of the provisions of this Decree for subjects under their management.

Minister of Finance: Guiding the determination of needs, sources and methods of spending to implement the base salary and bonus regime specified in this Decree, the scope of deducting revenue left behind according to regulations.

Guiding the payment of salaries and incomes for agencies and units that are implementing special financial and income mechanisms at the central level specified in Clause 3, Article 3 of this Decree during the time these agencies and units have not amended or abolished special financial and income mechanisms;

The Minister of Finance is also responsible for summarizing the needs of sources and submitting to competent authorities for supplementation of the remaining funds due to the adjustment of the base salary level and bonus regime of ministries, ministerial-level agencies, government-attached agencies, other central agencies and provinces and centrally-run cities as prescribed in this Decree.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally-run cities and relevant agencies, organizations, and individuals are responsible for implementing this Decree.
