Ensuring unity in implementation
On the morning of June 14, on the first working day of the National Training Conference on expertise and profession related to Party building organization, State management, activities of the Front and political organizations at the new commune level, Mr. Tran Tien Hung - Deputy Chairman of the Central Inspection Committee - introduced basic new points in the Party's inspection and supervision work and the functions, tasks, and organizational structure of the inspection committee at the commune level (new).
Regarding the basic new points in the Party's inspection and supervision work, Mr. Tran Tien Hung said that Regulation 296 of the Central Committee has inherited and integrated the Party's regulations and decisions on inspection, supervision, discipline, control of assets and income to ensure consistency in implementation.
Regarding the organizational principle of inspection committees at all levels, there are many new points. In particular, for the first time, the regulations on inspection and supervision work mention the issue of the head of the Inspection Committee at the provincial and commune levels who is not a local resident.
The Secretariat has prescribed that the inspection committee coordinates with the organizing committee of the same-level Party Committee, advising on the implementation of the policy of arranging the head of the inspection committee of the Party Committee (provincial and commune levels, wards, special zones) that are not local people according to the Party's regulations on cadre rotation".
Functions, tasks, and organizational structure of the inspection committee at the commune level (new)
According to Mr. Tran Tien Hung, in terms of functions, the inspection committee at the commune level (new) is a specialized inspection and supervision agency of the commune-level committee (new), performing tasks and powers according to the provisions of the Party Charter; advising and assisting the commune-level committee and the standing committee of the commune-level committee to direct, guide and organize the implementation of inspection, supervision and discipline tasks of the Party.
The duties and powers of the inspection committee at the commune level include: Performing tasks according to the provisions of the Party Charter; Advising and assisting the Party Committee and performing the tasks assigned by the Party Committee; Performing the task of controlling assets and income; Suspending Party activities.
Regarding the organizational structure of the Inspection Committee of the Commune-level Party Committee:
The inspection committee of the Party Committee of a commune or ward directly under the province has a number of 3 to 7 full-time members ( decided by the Party Committee), of which the deputy secretary or member of the Standing Committee of the Party Committee is the head; from 1 to 2 deputy heads of the committee (of which 01 deputy head is a member of the committee).
Accordingly, the Commune Party Committee is not subject to consolidation, merger and special zones (equivalent in scale), so the number of members is arranged from 3 to 5.
The Party Committees of communes, wards, merged and special zones (equivalent in scale) are arranged with a number of 5 to 7 members.
As for the inspection committee of the special- zone party committee directly under the provincial or municipal level: In case of eligibility to establish a party committee at the grassroots level, the number of 3 to 7 full-time members corresponds to the two cases mentioned above.
In other cases, depending on the scale and practical conditions, the Standing Committee of the Provincial Party Committee and the City Party Committee decides on the number of 3 to 5 members, including full-time and part-time members or does not establish an inspection committee, the inspection work is assigned to 1 comrade at the Party Committee level in charge of such as the Party Committee level of the department or branch.
