This morning (May 18), the Politburo and the Secretariat held a national conference to disseminate and implement Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovating the work of law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development.
General Secretary To Lam attended the conference. Also attending the Conference were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man. Also attending were Politburo members, Secretariat members, and members of the Party Central Committee.
Mr. Lai Xuan Mon - Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Committee - said that the Conference was implemented in person from Dien Hong Hall, the National Assembly House online to grassroots bridges across the country.
According to the program, Politburo member and Prime Minister Pham Minh Chinh presented the topic: "Core content of Resolution 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW".
Politburo member and National Assembly Chairman Tran Thanh Man presented the topic "Core content of Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the plan to implement Resolution No. 66-NQ/TW".
It is expected that at the end of the Conference, General Secretary To Lam will give a speech. Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia will give a speech accepting opinions and guiding the dissemination, propaganda, and implementation of the two important Resolutions mentioned above.
Resolution No. 66-NQ/TW determines the goal of having a democratic, fair, synchronous, unified, public, transparent and feasible legal system by 2030 with a strict and consistent implementation mechanism, ensuring a legal basis for normal, continuous and smooth operation of the agencies after restructuring the apparatus, removing obstacles arising from practice, paving the way for development, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.

In 2025, basically complete the removal of "bottlenecks" due to legal regulations. In 2027, complete the amendment, supplementation, and promulgation of new legal documents to ensure a synchronous legal basis for the operation of the state apparatus according to the 3-level government model. Resolution No. 68-NQ/TW determines the goal by 2030, the private economy is the most important driving force of the national economy; As a pioneer in scientific and technological development, innovation and digital transformation, contributing to the successful implementation of the goal of Resolution No. 57-NQ/TW, December 22, 2024 of the Politburo and other guidelines and guidelines of the Party.
