Minister of Home Affairs Pham Thi Thanh Tra receives new duties

Ms. Pham Thi Thanh Tra - Minister of Home Affairs received a new assignment as Chairwoman of the National Council on Occupational Safety and Health (Council).

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1027/QD-TTg dated May 28, 2025 to reorganize the National Council on Occupational Safety and Hygiene (Council).

Accordingly, Ms. Pham Thi Thanh Tra - Minister of Home Affairs is the Chairwoman of the Council.

The Vice Chairmen of the Council include: Mr. Nguyen Manh Khuong - Deputy Minister of Home Affairs; Ms. Nguyen Thi Lien Huong - Deputy Minister of Health; Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor.

The members include Lieutenant General Le Huy Vinh - Deputy Minister of Defense; Major General Dang Hong Duc - Deputy Minister of Public Security; Mr. Truong Thanh Hoai - Deputy Minister of Industry and Trade; Mr. Bui Xuan Dung - Deputy Minister of Construction; Mr. Vo Van Hung - Deputy Minister of Agriculture and Environment; Mr. Bui The Duy - Deputy Minister of Science and Technology; Mr. Nguyen Xuan Dinh - Vice Chairman of the Central Executive Committee of Vietnam Farmers Association; Mr. Hoang Quang Phong - Vice Chairman of Vietnam Trade and Industry Federation; Mr. Dinh Hong Thai - Vice Chairman of Vietnam Cooperative Union.

The Council is responsible for advising the Government on the development of new or amending and supplementing policies and laws on occupational safety and hygiene as prescribed in Clause 2, Article 41 of Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on Occupational Safety and Hygiene; organizing dialogues as prescribed in Clause 3, Article 88 of the Law on Occupational Safety and Hygiene.

The Chairman of the Council is responsible for submitting to the Prime Minister for decision on the list of members participating in the Council when there is a change in personnel; promulgating the Regulation on organization and operation of the Council; Regulations on the Standing Unit and the Secretariat of the Council as prescribed.

Agencies and organizations with members are responsible for creating conditions for members to participate in the Council's working regulations and complying with the Council's working regulations; notifying the Council in writing when there are changes in personnel participating in the Council.

The Ministry of the Interior is a standing agency of the Council, responsible for making units for the Council in performing the tasks and powers of the Council; Assume the prime responsibility for formulating and submitting to the Chairman of the Council for promulgation of annual programs and plans of the Council, conclusions and other documents of the Council.

At the same time, monitor and summarize the implementation of these documents; prepare necessary content and conditions to serve the Council's meetings; assist the Council Chairman in managing and using the Council's funds, facilities and working facilities according to the provisions of law.
