Representatives of countries attending the Opening Ceremony and the United Nations Convention against Cybercrime (Hanoi Convention) Summit) signed the Convention.

On the morning of October 25, right after the opening session of the signing ceremony and the United Nations Convention against Cybercrime Summit, Politburo member and President Luong Cuong; United Nations Secretary General Antonio Guterres and delegates witnessed representatives of countries signing the United Nations Convention against Cybercrime.

The official ceremony of the Opening Ceremony of the treaty was conducted by the United Nations Legal Organization (OLA).

The United Nations Convention against Cybercrime was initiated by the United Nations in 2019, stemming from the urgent need to build a comprehensive legal framework to address global challenges in non-traditional security, climate change and sustainable development. After 5 years of negotiations, the United Nations General Assembly officially approved it on December 24, 2024.

The Convention consists of 9 chapters and 71 articles, providing a comprehensive approach to prevent and combat global cybercrime as well as ensuring human rights principles. This document addresses technical and legal challenges by adjusting traditional criminal investigation methods to suit the information and communications technology environment, while enhancing international cooperation.
