This content is mentioned in Resolution No. 105/NQ-CP of the Government dated April 8, 2026, promulgating the Action Program to implement Conclusion No. 210-KL/TW dated November 12, 2025 of the 13th Party Central Committee on continuing to build and complete the organizational structure of the political system in the coming time (Program).
Regarding the work of perfecting institutions, promoting decentralization and delegation of power, the Resolution requests ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to continue to study and proactively propose synchronous completion of institutions related to functions, tasks, powers, and organizational structure of agencies, units, and organizations under their management to meet the requirements of rapid and sustainable development of the country.
Clearly define the authority and responsibility of legislative power agencies, executive power agencies, and judicial power agencies.
Clearly define the tasks and powers of each level, eliminate overlaps and overlaps, especially tasks and powers that are interconnected between 3 levels (Central, provincial, commune); ensure synchronization, unity, and clarity according to the conclusions of the Central Government, legal regulations and decisions of competent authorities.
The Ministry of Home Affairs shall preside over and coordinate with relevant agencies to complete legal regulations, guide and monitor the arrangement of villages and residential groups in communes and wards and non-specialized personnel in villages and residential groups in accordance with the requirements in the new situation.
Regarding the detailed tasks of implementing the action program, the Ministry of Home Affairs is assigned to preside over and coordinate with ministries and ministerial-level agencies to advise on the promulgation of a Decree on the organization and operation of villages and residential groups and a number of regimes and policies for non-specialized workers in villages and residential groups. This task will be completed in the second quarter of 2026.
The Ministry of Home Affairs is also assigned to preside over and coordinate with ministries and ministerial-level agencies to research and advise on building a project to build a self-management model in village and residential group communities suitable to the arrangement of villages and residential groups, suitable to the new situation; submit it to the Politburo and the Secretariat; guide implementation. This task will be completed in the third quarter of 2026.
Currently, there are about 90,000 villages and residential groups nationwide. In the 2019-2021 period, more than 15,000 units have been merged, but reality shows that in many places there is still a situation of small population scale, dispersion, difficulty in organizing management and the emergence of many non-specialized personnel.
Therefore, the arrangement of villages and residential groups this time is not only aimed at reducing the number of units but also associated with the goal of streamlining the apparatus, innovating grassroots governance and being suitable for the context of strong decentralization to the commune-level government.
Currently, many localities have proactively developed specific plans and schemes to be ready for implementation.
