On the afternoon of March 29, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting on the results of the inspection and urging the implementation of the plan to complete 3,000 km of expressway by the end of 2025 of 7 working groups led by Deputy Prime Ministers.
In his concluding remarks, the Prime Minister emphasized that the goal of 3,000 km of expressway by the end of 2025 is feasible. However, the Prime Minister requested that we do not be subjective but continue to promote the spirit of attack, rapidity, and breakthrough further.
Noting some specific tasks, the Prime Minister stated that the provinces of Dong Nai, Vung Tau, Khanh Hoa, Tuyen Quang, Ha Giang, Binh Duong, and Ho Chi Minh City have focused on directing and need to properly implement their commitment to complete site clearance for projects before April 15, 2025.
Localities: Dong Nai, Khanh Hoa, Dak Lak, Da Nang, Hau Giang, Ca Mau, Soc Trang, Bac Lieu, Can Tho coordinate with EVN to relocate electrical engineering works; leaders of the Ministry of Industry and Trade inspect, urge, coordinate and support localities.

Da Nang City (Hoa Lien - Tuy Loan Project) and Tuyen Quang and Ha Giang provinces (Tuyen Quang - Ha Giang Project) speed up licensing procedures, increase the capacity of earth and rock mines, and complete in April 2025.
Long An province (Ho Chi Minh City Ring Road 3 project) speeds up the progress of the Ben Luc - Long Thanh expressway intersection project to ensure synchronous exploitation of 20 km of the Ben Luc - Long Thanh project on April 30, 2025.
VEC reviews the progress, speeds up the completion of packages to put these 20 km into operation soon, and urgently completes the selection of contractors for the Ben Luc - Long Thanh project package, no later than April 2025.
Lang Son province ( Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects) has directed investors to resolutely implement the route to open and complete it in 2025.
Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3 project), Dong Thap (An Huu - Cao Lanh project) and Tuyen Quang and Ha Giang provinces (Tuyen Quang - Ha Giang project) review progress, proactively source materials, have appropriate and effective technical solutions, do not delay the progress of projects, and be responsible to the Government and the Prime Minister.
The Prime Minister emphasized that projects completed ahead of schedule and on schedule should be rewarded according to regulations; there should be sanctions for agencies, units, and contractors who do not complete on schedule.
The Prime Minister agreed to the policy of allocating capital for projects, such as the Tuyen Quang - Ha Giang expressway project (Tuyen Quang province proposed to add VND1,800 billion, Ha Giang province proposed to add VND1,387 billion), Cao Lanh - An Huu project (Dong Thap province proposed to add VND 350 billion in capital needs in 2025).
The Prime Minister also assigned military and police forces to do the work that could be done at the projects.
Resolutely require the expressway from Cao Bang to Lang Son to Hanoi, Ho Chi Minh City and to Dat Mui (Ca Mau) by December 2025, the Prime Minister directed to urgently research and invest in the construction of the expressway from Ca Mau to Hon Khoai port (about 90 km).
The Prime Minister noted to study the assignment of work and appointment of bids for contractors who have done well in the following major infrastructure projects; major contractors assign subcontractors and central contractors to connect with local contractors, share work so that they can grow up, mature and create more jobs and livelihoods for local people.
