On September 15, in Hanoi, General Secretary and President To Lam met with representatives of the Executive Committee of the Vietnam Union of Friendship Organizations, term VII, 2026-2031, according to VNA.
Also attending the meeting were Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Member of the Party Central Committee, Chief of the Party Central Committee Office Nguyen Hai Ninh.
At the meeting, the General Secretary and President requested that, regarding the awareness of the role, mission and responsibility of people-to-people diplomacy, it must be deeply understood to each cadre, civil servant, association member and member organization at the Central and local levels.
The Union and member organizations must proactively advise, receive work and prove their role with results. When each cadre and member has the capacity and does their part well, they can mobilize the coordination and strength of the entire political system.
People's Foreign Affairs can open a "supplementary and flexible dialogue channel", coordinate with Party foreign affairs and State diplomacy to handle complex issues in relations with countries; promote the advantage of accessing multi-dimensional sources of information, verifying and analyzing to identify trends, thereby providing timely advice to the Party and State, contributing to protecting national interests from an early and distant stages.
Expanding relations with international parliamentarians, scholars, and CEOs, it is necessary to simultaneously nurture the feelings of all classes of people, especially the younger generation; create conditions for overseas intellectuals and entrepreneurs to contribute and become natural "goodwill ambassadors" of the country.
The General Secretary and President emphasized that the Vietnam Union of Friendship Organizations needs to show its core role by advising the Vietnam Fatherland Front to gather foreign affairs activities of socio-political organizations, mass organizations and localities.
Each side has its own strengths and networks; it is important to identify common goals, share information and coordinate in each specific task. It is necessary to overcome the situation of "everyone doing their own thing", so that resources are not dispersed.
The General Secretary and President requested that central and local departments, ministries, and branches urgently coordinate and advise the Party and State to improve the institution of people-to-people diplomacy; remove obstacles in information sharing, inter-sectoral coordination, training and rotation of cadres; have flexible financial mechanisms in the direction of ordering and contracting work.
At the same time, creating conditions for the Vietnam Union of Friendship Organizations to participate in national coordination mechanisms suitable to its functions.
A transparent mechanism must go hand in hand with specific responsibilities and results, so that people-to-people diplomacy fully promotes the role of a pillar of foreign affairs; review and rearrange the apparatus in the direction of "noting the essence is better than valuing the majority".
The new generation of people's foreign affairs officials must be people with firm political bravery, proficient in professional skills, good at foreign languages and sensitive to the times.
The General Secretary and President requested that the Executive Committee of the Vietnam Union of Friendship Organizations, term VII, concretize the action program immediately after the Congress. Anything that is eligible must be focused on immediately.
Each important task must clearly identify products, results and responsibilities, and regularly inspect and urge.
