The current regime, salary and position allowances of cadres, civil servants and public employees affected by the merger of provinces and cities will remain the same for 6 months.

The National Assembly Standing Committee has just issued Resolution No. 76/2025/UBTVQH15 on the arrangement of administrative units (ADUs) in 2025, which stipulates the number of leaders, managers and the number, regimes and policies for cadres, civil servants, public employees (CBCCVC), employees of agencies and organizations after the arrangement of ADUs.

Article 11 of Resolution 76 stipulates that the People's Committees at the provincial level shall arrange and assign civil servants and employees of agencies and organizations after the arrangement of administrative units, ensuring the requirements of streamlining in conjunction with restructuring and improving the quality of the civil servants and public employees, in accordance with local realities.

The arrangement and assignment of civil servants and employees of central state agencies is organized in vertical sectors located in the area and of political organizations, the Vietnam Fatherland Front, socio-political organizations are implemented in accordance with relevant legal provisions and instructions from competent authorities, ensuring the requirements of streamlining associated with restructuring and improving the quality of civil servants and employees, in accordance with practical conditions.

The total number of employees of provincial-level administrative units after the reorganization does not exceed the total number of employees present at provincial-level administrative units before the reorganization.

The number of employees of commune-level administrative units after the arrangement does not exceed the total number of employees present at commune-level administrative units before the arrangement, not including the number of provincial and district-level administrative units assigned to work at commune-level administrative units.

At the time of arrangement, the number of Vice Chairmen of People's Councils, Vice Chairmen of People's Committees, and deputy heads of affiliated agencies and units may be more than the prescribed number.

However, no later than 5 years from the date of the National Assembly's resolution, the National Assembly Standing Committee on the arrangement of administrative units at the provincial and commune levels shall take effect, the number and arrangement of leaders, managers, and administrative units of agencies and organizations in administrative units after the arrangement must comply with regulations.

The content that attracts much attention is Resolution 76, which clearly states the maintenance of the current salary and position allowance regime and policies (if any) of civil servants and public employees affected by the arrangement of civil servants who are still civil servants and public employees at agencies and organizations in the political system for a period of 6 months from the date of the work arrangement document.

After this period, the regime, policies and position allowances will be implemented according to the provisions of law.

Based on the Government's regulations, regulations and instructions from competent authorities, provincial People's Committees, relevant agencies and organizations, promptly implementing regimes and policies for civil servants, employees of agencies and organizations under their management in the process of arranging administrative units, organizing the apparatus to ensure the correct subjects and rights and interests of civil servants, employees affected by the arrangement of administrative units.
