The program is expected that the 44th session of the National Assembly Standing Committee will give opinions on 42 contents, with an official working time of about more than 8 days. Politburo member and National Assembly Chairman Tran Thanh Man chaired and delivered the opening speech at the meeting.
As scheduled, the first session of the 44th session will take place over 4 days (from April 14 to 17).
Here, the National Assembly Standing Committee will consider and approve the resolution of the National Assembly Standing Committee on the arrangement of administrative units (replacing Resolution No. 35/2023/UBTVQH15 on the arrangement of district and commune-level administrative units for the period 2023-2030);
Giving opinions on the proposal: Amending and supplementing a number of articles of the 2013 Constitution; establishing a draft committee to amend and supplement a number of articles of the 2013 Constitution; collecting public opinions on the draft amendment and supplement to a number of articles of the 2013 Constitution;
Participate in the draft report of summarizing opinions and recommendations of voters and people to the 9th session, XV National Assembly; give comments on the report on supervision of the settlement and response to the voters' recommendations to the 8th session, the XV National Assembly; Consider the National Assembly's prayer report in March 2025.
In the first session, the National Assembly Standing Committee also gave its opinion on the Government's report on the implementation of salary reform, pension adjustment, social insurance benefits, preferential allowances for meritorious people and social allowances.
The second phase of the meeting takes place in 4.5 days (from 23 to 28.4), the National Assembly Standing Committee will give comments to the Government's report on supplementing the results of the implementation of the socio -economic development plan and the State budget in 2024;
The implementation of the socio-economic development plan and the state budget in the first months of 2025; giving opinions on the preparation for the 9th session of the 15th National Assembly.
The Standing Committee of the National Assembly also commented on the report on the implementation of the Monitoring Program in 2024 and the first months of 2025, expected monitoring program in 2026 of the National Assembly and the Standing Committee of the National Assembly.
Consider and submit to the National Assembly to decide on the establishment of the National Election Council and elected Chairman of the National Election Council; give comments on the draft Resolution of the National Assembly on tuition exemption for preschool students and public high schools from the school year 2025-2026.
The meeting also commented on the adjustment of national land use planning in the period of 2021-2030, with a vision to 2050; give comments on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; give comments on the draft Resolution of the National Assembly on Value added tax reduction for the last 6 months of 2025 and 2026;
Giving opinions on draft Laws amending and supplementing a number of articles of the Law on Credit Institutions; giving opinions on draft Decrees of the Government detailing Clause 2, Article 157 of the Land Law (including the content of reducing land rent in 2025); draft Law on Election of National Assembly deputies and People's Council deputies (amended); draft Law on Enterprises (amended);
At the same time, give comments on the Bill of Law amending and supplementing a number of articles of the laws: Bidding Law; Law on Investment by the method of public -private partnership; Customs Law; Law on Export and Import Tax; Investment Law; Law on Public Investment; Law on management and use of public assets.
