According to information from the Standing Committee of Lang Son Provincial Party Committee, the province plans to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; end the activities of 6 Party delegations and 3 provincial-level Party executive committees; end the activities of the Provincial Agencies Bloc Party Committee; and establish 2 Party Committees directly under the Provincial Party Committee.
At the district level, merge the propaganda and mass mobilization committees of the district and city party committees.
For government units, merge the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs.
At the same time, reorganize the functions of a number of departments, branches, and units under the Provincial People's Committee, reorganize mass organizations assigned tasks by the Party and State, etc.
At the district level, establish a number of new specialized departments such as: health department, ethnic and religious department; merge the department of labor, war invalids and social affairs with the department of internal affairs; merge the department of agriculture and rural development with the department of natural resources and environment.
Thus, along with many localities, the number of surplus cadres in border provinces is expected to be very large, posing the problem of arranging cadres and civil servants.
On December 19, speaking with Lao Dong, Mr. Duong Xuan Huyen - Vice Chairman of Lang Son Provincial People's Committee said that the arrangement of departments, branches and associations in the area is being carried out according to the Central's direction.
“In the initial phase, the organizational structure and personnel of the merged units will remain the same. Streamlining staff and rearranging facilities will be implemented gradually according to the roadmap, in accordance with instructions from the Ministry of Home Affairs,” the leader affirmed.
Planned spending of 30 billion to support redundant commune-level officials and civil servants
According to Mr. Duong Xuan Huyen, the Provincial People's Committee is developing a financial support policy, especially for officials and civil servants who do not meet standards or are affected by the merger process.
According to Lao Dong's private source, recently, the People's Committee of Lang Son province has submitted to the Provincial People's Council regulations on support policies for redundant subjects due to the arrangement of commune-level administrative units, villages, and residential groups; commune-level cadres and civil servants who have not yet achieved the training level according to professional and technical standards in Lang Son province.
Accordingly, the province plans to spend over 30 billion VND to support redundant officials and civil servants after the rearrangement.
It is expected that each redundant commune-level cadre and civil servant in Lang Son will be supported with over 115 million VND, and commune-level cadres and civil servants who have not yet met the required professional and technical training standards will be supported with over 68 million VND.
Previously, in the 2017-2024 period, Lang Son province reduced 2 provincial-level agencies and units, reduced 47 departments (offices) and equivalent units under provincial-level agencies and units, and reduced 21 departments (offices) and units under district-level agencies.
Reduce 32 communes and towns, reduce 668 villages and residential blocks and about 5,700 part-time workers in villages and residential groups.
Along with that, the whole province implemented streamlining of 3,940 staff; the organizational structure of agencies and units was arranged and consolidated towards streamlining, effective and efficient operations.
