On August 6, the Party Committee of Central Party Agencies organized the July 2026 Standing Committee Conference.
Speaking at the conclusion of the conference, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu - Secretary of the Party Committee of Central Party Agencies - clearly stated that, regarding the implementation of digital transformation tasks, the Standing Committee requests the development of work management software and evaluation of task performance results for cadres under the management of the Standing Committee of the Party Committee.
This must be identified as an important task. Digital transformation in the Party Committee must be identified as innovating leadership, management and administration methods, not simply digitizing dossiers or putting existing processes on software.
Building work management software must truly help Party committees and heads quickly and accurately grasp: What is being done; who is responsible; what is the deadline; what is the progress; has the product met the requirements yet; what is being delayed; why is it delayed; who is responsible; and what problems the head needs to decide and solve.
For the set of evaluation indicators, it is required to measure the actual results and quality of work, not to do it for formality or to score officials.
Emphasizing this, the Standing Committee of the Secretariat clearly stated that the set of indicators must be linked to functions, tasks, job positions, work quality and output products.
In particular, for cadres working in strategic advisory work, it is not possible to evaluate mainly by the number of documents or the number of tasks, but it is necessary to value the quality of research, the ability to detect problems, forecast, propose and the actual effectiveness of advisory products.
Immediately after the Conference, Party committees, agencies, and units immediately started working with a spirit of urgency, decisiveness, substance, clear people, clear tasks, clear time, clear products, clear responsibilities and clear results, associated with the responsibility of the head.
The Standing Committee of the Party Committee will regularly monitor, inspect, and evaluate the implementation results; promptly remove difficulties and obstacles.
The Party Committee Office presides over and coordinates with relevant agencies to develop projects and work management software; unify work management processes, standardize data, and solutions to ensure absolute information security and safety.
Research and propose a framework of indicators for evaluation according to each group of titles, each group of tasks associated with the progress, quality, efficiency and value of output products.
