The people of Thanh Hoa and the people of the whole country have made many glorious feats, contributing their manpower and strength, being ready to fight and sacrifice in bombs and bullets, and volunteering to support the front line. Thanh Hoa has 55,977 martyrs, 43,610 war invalids, 4,634 Vietnamese Heroic Mothers; hundreds of collectives and individuals were awarded the title of Hero of the People's Armed Forces, Hero of Labor.
"It can be affirmed that through historical periods, generations of Thanh Hoa people have always known to sacrifice and are ready to sacrifice for the nation, for the country, for the country's longevity" - the Prime Minister emphasized.
The Prime Minister highly appreciated Thanh Hoa's outstanding achievements in socio-economic development. Thanh Hoa has overcome the difficulties of the COVID-19 pandemic and floods, being one of the 10 provinces and cities with the highest annual revenue in the country, with increasingly complete infrastructure, taking care of people's lives and families of meritorious people has been well implemented, eliminating 14,780 temporary houses, dilapidated houses, 99.8% of families of meritorious people have a standard of living equal to or higher than the average of people in their residence.
Emphasizing the lesson of solidarity
Although he was very excited by Thanh Hoa's achievements in all aspects, highly appreciating the political report that pointed out the limitations and shortcomings that need to be overcome, the head of the Government still wondered.
Firstly, the leadership capacity and fighting strength of a number of party organizations and party members in recent times have revealed many limitations, many cadres who violated discipline must be handled, including criminal handling.
The second is the principle of democratic centralism, sometimes implemented in some places, not really profound, solidarity is not strong and has not fully exploited the different potentials, outstanding opportunities, and competitive advantages of Thanh Hoa province, especially human resources.
Third, according to the Prime Minister, Thanh Hoa has had high economic growth in recent years, especially in budget revenue, but high growth is not sustainable. According to the Prime Minister, Thanh Hoa's growth mainly depends on Nghi Son Economic Zone when this unit contributes about 50% of the province's budget revenue, the growth index also contributes as much.
"If the Nghi Son situation has problems, that is, we will have problems collecting the budget, and there will be problems in strengthening. Therefore, this is a strength but also a weakness if we cannot maintain it.
From the above challenges, the Prime Minister suggested a number of solutions.
Recalling the event of 1961, during his last visit to Thanh Hoa, Uncle Ho caught the breath for his compatriots to sing the song of the Youth Union, the Prime Minister hoped that Thanh Hoa would better perform solidarity because solidarity always plays an important role in deciding whether success or failure.
In economic development, in addition to the determination to successfully implement the goals set by the Congress, the Prime Minister emphasized that Thanh Hoa needs to proactively innovate the growth model, development model, promote the second phase of Nghi Son Economic Zone while developing the "four pairs" with Nghi Son, Bim Son, Sam Son, Lam Son.
In particular, according to the head of the Government, Thanh Hoa needs to strengthen discipline and order, promote inspection and supervision, proactively prevent early, from afar, from small violations, not to accumulate into major shortcomings, resolutely prevent corruption, waste, negativity, not to let dark areas, gray areas, and groups of interests and must focus on personnel work in the direction of selecting the right people, assigning the right jobs, promoting the school to improve capacity, dedication and knowing how to sacrifice.
Finally, Prime Minister Pham Minh Chinh once again emphasized the sacrifice of Thanh Hoa throughout the history of the country and especially in the two resistance wars.
