Presenting a summary report, Standing Deputy Secretary of the Provincial Party Committee Nguyen Hong Phong said that the 2020-2025 term has 27 targets, of which 23 targets have been completed and exceeded. The work of building and rectifying the Party and the political system has been implemented synchronously and effectively; completing the arrangement of commune-level administrative units, operating the 2-level local government model according to regulations; institutions, mechanisms, policies, and planning continue to be improved.
The economy maintains high growth: Average GRDP in 2021-2025 is estimated at 10.24% (in the leading group), the scale of GRDP in 2025 is estimated at 357.760 billion VND (1.9 times higher than in 2020, ranking 8th in the country), GRDP per capita is 3,750 USD (1.7 times higher than in 2020). Annual budget revenue exceeds the estimate assigned by the Central Government; industrial production index, export value, total tourism revenue increase.
The business investment environment continues to improve: over 17,600 newly established enterprises; total 5-year total social investment capital is estimated at over 700 trillion VND (1.14 times higher than the 2016-2020 period); attracting 350 projects, including 55 FDI projects; the average growth rate of budget revenue is estimated at 10.5%/year...
Speaking at the Congress, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and warmly commended the important results that the Party Committee, government, army and people of all ethnic groups in Thanh Hoa province have achieved in the past term, contributing to the overall achievements of the whole country.
In order for Thanh Hoa to develop strongly, comprehensively and sustainably, becoming one of the growth drivers of the whole country, especially building Thanh Hoa into a "model province" according to the advice of President Ho Chi Minh, Prime Minister Pham Minh Chinh suggested that the Thanh Hoa Provincial Party Committee should focus on thoroughly grasping and effectively implementing the Resolution and Action Program of the 14th National Party Congress and the 20th Provincial Party Congress; urgently and synchronously implementing the recent strategic decisions of the Politburo in key areas.
