The above information was reported by Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy to review the draft Law on Science, Technology and Innovation (KHCN&DMST) at the 9th Session held on the morning of May 6.
Chairman Le Quang Huy said that the Committee for Science, Technology and Environment agreed with the regulation on accepting risks in science, technology and engineering activities; it is necessary to supplement regulations to distinguish between subjective errors or violations of research ethics; supplement principles to minimize risks and avoid abuse.
At the same time, it agreed with the necessity and basically agreed with the content of the regulations on controlled testing mechanisms, but it is necessary to design in a general principle, ensuring the consistency of the legal system.
Agree with the regulation on dividing profits from commercializing the results of performing science, technology and technology using the state budget and propose to study and revise in the direction of determining a specific dividend ratio framework, encouraging the self-agreement mechanism stipulated in the contract and possibly based on the capital contribution ratio.
Regarding promoting innovation in enterprises and the economy, Chairman Le Quang Huy said that enterprises are the main driving force to promote innovation, provide financial and human resources for research and development (R&D) activities and bring new products and technologies to the market, contributing to the country's economic growth.
Therefore, it is basically in agreement with these regulations and proposed to review the synchronous and unified connection with regulations on investment, finance, human resources, ecosystem infrastructure and development of the science and technology market to ensure feasibility.
Regarding the organization of science and technology & innovation (Fuller 1, Chapter V), some opinions suggested considering not continuing to regulate "academic events" as a form of science and technology organization; researching and supplementing regulations on building and promoting interdisciplinary research centers, integrating social sciences and humanities with natural sciences and engineering because they have now become a central driving force of the sustainable innovation ecosystem.

It is recommended to clarify the legal status of higher education institutions as science and technology organizations, clearly distinguish them from affiliated science and technology organizations, and ensure consistency with the Law on Higher Education.
Research and regulate the development of a training program for highly qualified human resources and new technology skills, with a mechanism for rotating scientists between institutes - schools - enterprises, a mechanism to attract international experts and overseas Vietnamese experts to participate in strategic science and technology programs, projects, projects and tasks.
Propose to review and study additional regulations on the criteria for experts and talents; fully and appropriately regulate rights and obligations, especially autonomy in expertise, personnel and finance. There should be regulations to encourage the implementation of STEM and STEAM education programs; there should be policies to promote the building of a creative culture.
Regarding finance for science, technology and technology, it is necessary to review and supplement regulations to attract and unlock investment capital from the community, society and the private sector.
Research and perfect regulations related to funds; supplement regulations on connecting, interconnecting, coordinating, and counterponing funds between ministries, branches, and localities with the National Science and Technology Development Fund to improve the efficiency of state budget use, avoid division and scatter.
