From September 26 to 28, 2025, the 1st Can Tho City Party Congress, term 2025 - 2030, took place successfully with the spirit of solidarity, democracy, innovation, intelligence and responsibility. The Congress has completed the entire program, comprehensively evaluated the results of the past 5 years, frankly pointed out the limitations and agreed on the directions and goals for the new term.
The Congress determined that by 2030, Can Tho strives to become a growth pole of the country. As a core urban area of the Mekong Delta, the center of trade, logistics, processing industry, digital technology, high-tech agriculture, education, specialized healthcare, science and technology and innovation. By 2045, strive to become an ecological, civilized, modern urban area, in the group of quite developed areas in Asia.
The Congress approved 28 targets, 3 breakthroughs, 5 key tasks and 10 major groups of solutions.
In terms of economy, the gross regional domestic product (GRDP) calculated at current prices at current prices will reach at least VND 717 trillion, GRDP per capita will be about VND 215 million/year, GRDP growth in the period of 2025 - 2030 will be from 10 - 10.5%/year; export turnover and foreign currency revenue will reach 8.2 billion USD. Average income per capita is 8.5 million VND/month; budget revenue is 57 trillion VND; total social investment capital is 286 trillion VND (40% GRDP). The economic structure by 2030 for agriculture, forestry and fishery will be below 16%; industry and construction will be above 35%; services will be above 45%.
The city strives to be in the group of 15 best-operated localities, with the proportion of the digital economy accounting for 30% of GRDP, over 80% of online public services used; the growth rate of the private sector reaches 10%/year; 100% of public investment capital is disbursed.
In society, the average population is 3.3 million people; the human development index is 0.78; labor productivity is over 358 million VND/work/year; the rate of trained workers with degrees and certificates is 35 - 40%; the unemployment rate is below 3.5%. Average life expectancy of 75.5 years; striving to have 19 doctors and 44 beds/10,000 people, 100% of people receive periodic health check-ups; 85% of schools meet national standards; the multidimensional poverty rate is 2.42%.
Regarding the environment, 100% of industrial clusters have wastewater treatment, solid waste collection and treatment systems reaching over 95.8%; medical waste is treated 100%; 90.3% of communes meet new rural standards; the rate of rural households using clean water is 85%; forest coverage is 2%.
Regarding infrastructure, the urbanization rate is 50% or more; basically handling dangerous landslides; completing the irrigation system; completing the task of developing smart cities and building 16,900 social housing units.
Regarding Party building, over 90% of grassroots party organizations and party members have completed their tasks well; the rate of new party members' admission increased by 3 - 4%; staff streamlining achieved the target assigned by the Central Government.
Regarding national defense, security, and foreign affairs, the city ensures 100% of military recruitment targets, at least 50% of communes and wards are drug-free, signed 5 international cooperation agreements and participated in 3 multilateral organizations/forums.
3 breakthroughs are identified as developing high-quality human resources; promoting scientific research, innovation, digital transformation; expanding international cooperation.
5 key tasks focus on reviewing development planning, building and rectifying the Party, removing bottlenecks in policy mechanisms, restructuring the economy towards innovation and creating a favorable environment for the private economy.
