On August 22, the working delegation of the Economic and Financial Committee of the 15th National Assembly, led by Mr. Le Quang Manh, member of the Party Central Committee, Permanent Deputy Head of the Economic and Financial Committee, worked with Can Tho City on the implementation of the National Assembly's Resolutions for important national projects and local socio-economic development.
Can Tho is currently implementing 11 key projects, focusing on transport infrastructure, urban beautification and social infrastructure. Notably, there are 2 national expressway projects passing through the area, including: the North - South expressway in the East (Can Tho - Hau Giang section) achieving a construction output of more than 74%; Chau Doc - Can Tho - Soc Trang expressway phase 1 (component project 2, 3, 4) achieving 41% of the implementation volume.
According to the Ministry of Construction, the construction progress of the entire Chau Doc - Can Tho - Soc Trang expressway project, phase 1 through Can Tho City, has basically not met the requirements of the National Assembly, especially component projects 2 and 4, which are 5% - 9% behind schedule. Currently, the volume of new roadbed filling has reached about 33%.
The main reason is that the sand exploitation capacity has not met requirements. If the exploitation capacity is not increased and technical solutions are adjusted, the progress of the road will be seriously affected, with the risk of not completing the project as required.
Mr. Nguyen Van Hoa - Vice Chairman of Can Tho City People's Committee said that the locality has many sand mines licensed under a special mechanism to serve the Chau Doc - Can Tho - Soc Trang expressway project through Can Tho City, but the quality is not yet met.
According to Mr. Hoa, the sand reserves at the project are still guaranteed for construction, not due to a lack of sand, the project has stopped. However, to ensure the progress of the entire project, the city recommends considering transferring sand from mines serving the Can Tho - Ca Mau expressway project to the Chau Doc - Can Tho - Soc Trang project; at the same time, exploiting the maximum source of sand from the old Soc Trang. The city also requested the monitoring delegation to recommend the Government to soon issue a special resolution to remove difficulties in implementing Resolution 106 of the National Assembly.
Concluding the working session, Mr. Le Quang Manh requested ministries and branches to promptly guide and remove obstacles in procedures and mechanisms for material prices (especially sand); at the same time, re-evaluate the reserves and practical exploitation capacity, study technical solutions to increase supply output. At the same time, it is necessary to treat weak land to speed up the progress of key projects such as the North - South expressway in the East, Chau Doc - Can Tho - Soc Trang expressway and upgrade and expand National Highway 91, in accordance with the requirements of the National Assembly and the Government.
He emphasized that localities must proactively coordinate to find material sources, apply technical solutions to shorten construction time, while strengthening environmental control and landslide prevention.
For Can Tho City, Mr. Manh noted the need to promote its role as a regional center, linking economic growth with improving people's lives, protecting the environment and responding to climate change. The city must complete strategic infrastructure, especially transportation, urban areas and digital infrastructure; speed up the disbursement of public investment capital; thoroughly handle projects behind schedule; at the same time, improve the quality of human resources to meet the requirements of industrialization, modernization and digital transformation.
Based on the new development space after the arrangement of administrative units, the city needs to urgently adjust and integrate planning, ensure regional linkages, allocate growth poles appropriately; focus on strongly developing high-tech processing industries, digital transformation, renewable energy and logistics.
The working group also noted that the city's recommendations will be compiled and reported to the National Assembly, the Government and ministries and branches for consideration and handling in the spirit of prioritizing support for Can Tho's rapid and sustainable development.
According to the report, GRDP growth in the first 6 months of 2025, Can Tho City reached 7.87%. The economic structure has shifted positively, services account for 45.9%, industry - construction 28.5%, agriculture 19.8%. Total social investment capital reached VND 38,293 billion, up 10.38%; budget revenue was VND 13,701 billion, ensuring spending balance. The rate of children going to school at the right age is high, social insurance coverage is 91.58%; clean water in rural areas is 82.17%, urban waste collection is 96.06%.
