On the morning of July 25, the People's Committee of Can Tho City held an online conference to listen to reports on the performance of communes and wards after the arrangement of administrative units.
At the conference, representatives of many localities and departments and branches specifically reported the situation of operations after 25 days of operation according to the new model, and proposed many recommendations to remove difficulties, stabilize the apparatus and better serve the people.
The representative of Tan Loc ward's leadership said that there is currently a shortage of 10 positions compared to the regulations. The ward only has one Department in charge of culture, society, and economy, and there is currently no legal basis for the name of this department in specific Decrees and circulars. When requesting an account to register for a Business License, it had not been approved by the Department of Enterprise and Collective Economic Development (Ministry of Finance).
The leaders of Nhon Ai commune reflected the difficulty in synchronizing civil status software with the electronic one-stop system, causing many procedures to be hand-solved. The locality proposes to soon invest in upgrading headquarters and adding professional staff in the fields of information technology, finance, and construction.
According to the leader of the Department of Education and Training of Can Tho City, according to current regulations, the People's Committees of communes and wards have full authority in the work of education management staff. However, for communes with only 1 - 2 schools, the transfer of cadres according to regulations (no more than two terms) is difficult. The industry recommends having a more flexible transfer mechanism between localities.
In addition, teacher recruitment for the new school year also encountered difficulties due to the fact that the three localities before the merger (Can Tho, Hau Giang, Soc Trang) applied different contract mechanisms, affecting funding sources and budgets.
Concluding the conference, Chairman of Can Tho City People's Committee Tran Van Lau affirmed that after 25 days of implementing the two-level government in Can Tho City, it has become stable and smooth in line with the policies of the Party and the Government.
Chairman Tran Van Lau requested localities to continue reviewing facilities, making the most of the remaining equipment, avoiding waste. In the long term, the city will consider investing in new headquarters in necessary locations. At the same time, it is necessary to ensure stable transmission lines and network connections in remote areas, avoiding "waves", causing obstacles to work.
Mr. Lau also suggested that Public Administration Service Centers should aim to serve the satisfaction of the people. In addition, the Public Administration Center also needs to be separated from the People's Committee headquarters, while integrating areas such as land and police so that people can complete procedures at a single location, avoiding having to move to many places causing inconvenience. " Localities can implement models such as arranging drinking water and snacks, creating maximum conditions for people to feel convenient and satisfied" - he suggested.
The Chairman of Can Tho City requested localities to re-evaluate the organizational apparatus, if the location is not reasonable, they must rearrange to promote capacity and strengths, and better serve people and businesses. He also noted that localities should pay attention to taking care of the lives of cadres, civil servants, and public employees, regardless of whether cadres are from one locality or another, especially creating conditions for those who work away from home and are in difficult circumstances.
Regarding socio-economic development, the Chairman of the City People's Committee requested communes and wards to urgently develop plans suitable to the potential and advantages of the locality. Areas affected by tornadoes need to be supported soon to overcome housing, jobs, and living conditions.
