This is one of the tasks to implement the two-level government model.
On June 13, the People's Committee of Can Tho City issued Document No. 2698/UBND-KSTT on receiving and handling TTHC in the process of restructuring the organization of the local government apparatus.
Accordingly, the City People's Committee assigned the Department of Science and Technology to preside over the organization of the assessment and consolidation of the City's TTHC Information System in sync, effectively connecting with the National Public Service Portal.

At the same time, the Department of Science and Technology is responsible for issuing new identification codes for agencies and units according to the two-level government model. Synchronize data on the National Document Interconnection Axis and the National Database on administrative procedures.
The City People's Committee also assigned specialized agencies and the Management Board of Export Processing and Industrial Zones to preside over reviewing and restructuring the administrative procedures. Amend internal processes and electronic processes according to the instructions in Circular No. 01/2023/TT-VPCP dated April 5, 2023 of the Government Office.
Agencies and units need to evaluate the effectiveness of providing current online public services, especially services with low number of arising records. On that basis, a plan is proposed to upgrade and integrate these services into the National Public Service Portal.
Can Tho City People's Committee requests departments, branches and localities to complete the consultation on the issuance of the list of administrative procedures under the authority of the city and commune levels before June 19, 2025.
Assign the Department of Home Affairs to guide the organization of the apparatus and personnel for commune-level public administrative centers. This organization must ensure stable and effective operation after adjusting administrative units.
