On the afternoon of July 6, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung, Chairman of the Central Emulation and Commendation Council (Council) chaired the second meeting of the Council.
Attending the meeting were Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai - Vice Chairman of the Council; Secretary of the Party Central Committee, Vice President Vo Thi Anh Xuan - First Vice Chairman of the Council; Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra; members of the Party Central Committee, leaders of central departments, ministries, branches, the Vietnam Fatherland Front, members of the Council.
Concluding the meeting, the Prime Minister acknowledged and praised all levels, sectors, localities, people, and businesses for actively responding to and implementing emulation movements, commendation work, creating motivation to promote common development and making important contributions to the positive results of the country in the past time.
Besides the achieved results, the Prime Minister pointed out that some Party committees and authorities have not really paid attention to and valued emulation and commendation work; many places are waiting and relying on the guidance of superiors in implementation.
Some emulation movements are still heavily focused on form, not closely following and closely linked to the implementation of tasks of the sector and the locality. Many localities and sectors have not paid attention to new models, good practices, and spreading effects. There is still a situation of favoritism and achievement disease in commendation.

In the coming time, the Prime Minister requests to continue to improve the institution of emulation and commendation in a synchronous and effective manner, especially focusing on propagating and disseminating new regulations of the revised Law on Emulation and Commendation, and issuing guiding documents for implementation on schedule.
Promptly consolidate the organization of the Emulation and Commendation Councils at all levels; promote decentralization and delegation of power in accordance with the conditions and capacity of the grassroots level, focusing on inspection and supervision to prevent negativity.
The Prime Minister especially emphasized the requirement that emulation movements and commendation work must closely follow the breath of life, associated with the completion of specific goals and tasks, be quantitative, have clear outputs and products, and the final result is to contribute to socio-economic development goals.
Focusing on concretizing the emulation movement on "double-digit" growth, ministries, branches, and localities must urgently issue action programs with specific and practical tasks and targets to implement.
Innovate commendation work in a substantive direction, strongly focusing on grassroots levels, prioritizing direct workers, scientists, businesses... with good, breakthrough, and highly spreading models.
All emulation movements are only substantive if they originate from the grassroots level, originate from the grassroots level and take it as one of the driving forces to promote development, promote the implementation of tasks of their sector, of their locality.
The Head of Government also requested to promote administrative reform, promote the application of digital technology in emulation and commendation, especially improving the method of emulation evaluation. The scoring and evaluation of emulation must be based on real data, the evaluation and commendation process must be objective and transparent, minimizing administrative paperwork.
The Prime Minister assigned the Standing Committee of the Council to coordinate with relevant agencies to immediately develop a set of modern emulation evaluation indicators, in real time, with specific measurement indicators.
