In the afternoon of May 13, the Presidential Office held a press conference to announce the President's Order announcing the Laws that have been passed by the 16th National Assembly, the first session.
At the press conference, Deputy Minister of Home Affairs Nguyen Thi Ha introduced some new contents of the Law amending and supplementing a number of articles of the Law on Emulation and Commendation.
Accordingly, the Law maintains the regulation on the principle of "not rewarding many times, in many forms for one achievement"; at the same time, it adds the phrase "except for merit reward" to unify between the principle and reward standards.
Supplementing the principle "Focusing on rewarding individuals and collectives in ethnic minority and mountainous areas; individuals and collectives with typical achievements that bring practical efficiency for the common good, taking the lead in innovation, digital transformation and application of science and technology".
Regarding the type of commendation, the Law specifically stipulates 2 types of commendation: "specialized emulation movement commendation" and "specialized commendation".
Regarding commendation standards, the Law amends the standard "clean and strong Party and mass organizations" to the standard "party organizations that are assessed as having completed tasks well or better during the time of calculating commendation achievements" in 13 articles of the current Law (on commendation standards for the Golden Star Order, Ho Chi Minh Order, Independence Order, Military Service Order, Fatherland Protection Order, title of Hero of the People's Armed Forces and Hero of Labor);
At the same time, assigning the Government to "Regulate the percentage of years evaluated as excellently completing tasks of Party organizations for forms of commendation for collectives with regulations on standards for Party organizations to be evaluated as well completing tasks or better during the time of calculating commendation achievements" to ensure substantive commendation, balance commendation achievements and not lower commendation standards and assigning the Government to regulate in "the case that regulations on the level of evaluation and classification of quality of Party organizations and Party members change".
The Law supplements the content of achievements in contributing to "national defense, security, foreign affairs; application of science and technology, innovation, digital transformation" to the standards of Labor Medals of various ranks and Certificates of Merit from the Prime Minister, Certificates of Merit from Ministries, departments, branches, and provinces.
Amending and supplementing the standards of some other forms of commendation to suit the organizational structure arrangement in the political system and the 2-level local government model.
Regarding the unification of Party commendation achievements and forms of commendation in the Law on Emulation and Commendation, the amended and supplemented Law assigns the Government to "Regulate the determination of equivalent forms of Party commendation for Party organizations and party members with emulation titles and corresponding forms of commendation according to the provisions of this Law after unification with Party agencies at the central level".
