On October 13, the Government Office issued Notice No. 552/TB-VPCP concluding the 4th meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Government Steering Committee).
The Government Steering Committee outlined a number of key tasks and solutions that need to be implemented in the coming time.
The Government Steering Committee assigns the Minister of Science and Technology to preside over and coordinate with the Ministry of Public Security to advise on a monthly scoring mechanism for ministries, branches and localities, especially the leaders assigned to direct to link the responsibility of the head with the results of performing tasks.

Urgently complete the draft Law on Artificial Intelligence, submit to the Government in the fourth quarter of 2025; develop 16 decrees and circulars guiding the implementation of laws and resolutions passed at the 9th Session of the 15th National Assembly related to science, technology, innovation, digital transformation, to be completed in October 2025.
Research and develop a Project on the development and application of unmanned aerial vehicles (UAVs), submit to the Prime Minister in December 2025; guide ministries and branches to build shared platforms, issue documents guiding investment items for digital transformation, to be completed in October 2025.
The Minister of Science and Technology directs to accelerate and promote the development of digital infrastructure such as 5G infrastructure; telecommunications services using low-altitude rotation satellites; ecosystems, AI computing centers; research and development infrastructure for multi-industry, multi-target services; IOC smart operation centers.
Guiding telecommunications enterprises to connect, share mobile subscriber information to update to the national population database and lock mobile subscribers whose owners have not been identified; requiring biometric authentication for new mobile subscriber accounts.
