The Government has just issued Decree No. 52/2025/ND-CP amending and supplementing a number of articles of Decree No. 21/2009/ND-CP dated February 23, 2009 detailing and guiding the implementation of a number of articles of the Law on Officers of the Vietnam People's Army on regimes and policies for officers who cease to serve in the army; officers in active service who died or passed away; officers in active service who are transferred to professional soldiers or defense civil servants.
Accordingly, from March 1, 2025, the one-time subsidy regime for officers who have directly fought, served in combat or worked in difficult areas, occupations with special characteristics when they stop serving in the army or when they sacrifice, from the ceiling will have some amendments.
In Clause 6, Article 1 of Decree No. 52/2025/ND-CP amending and supplementing the name of the article; the opening section and some points of Clause 1, Article 9 of Decree No. 21/2009/ND-CP as follows:
Amend the name of the article as follows: Article 9: One-time subsidy regime for officers who have directly fought, served in combat or worked in difficult areas, occupations with special characteristics when they stop serving in the army or when they sacrifice or pass away from death. Previously, this regulation was Article 9: One-time subsidy regime for officers who have directly fought, served in combat or worked in difficult areas, occupations with special characteristics when they stop serving in the army.
Amend the opening section of Clause 1, Article 9 as follows: Officers who have directly fought, served in combat or worked in a specific area or profession will have their time converted to calculate the one-time subsidy regime when they stop serving in the army or when they sacrifice or retire.
Amend Point b, Point c, Clause 1 as follows:
+ Officers who have worked in areas with special allowances at 100% or in specific occupations classified as particularly arduous, toxic, or dangerous labor shall have that period converted to 1 year and 4 months;
+ Officers who have worked in areas with regional allowances of coefficient 0.7 or higher or in specific occupations classified as arduous, toxic, or dangerous labor shall have that period converted to 1 year and 2 months.
