On the afternoon of October 5, the Government Office held a regular Government press conference in September 2025.
At the regular Government press conference, Deputy Minister of Finance Nguyen Duc Chi provided the latest information on the number of enterprises proposed to pilot cryptocurrency asset trading and the expected time when the first enterprise will be licensed and approved.
Mr. Nguyen Duc Chi said that after the Government issued Resolution No. 05/2025 (on the pilot implementation of the cryptocurrency asset market in Vietnam), the Ministry of Finance has developed a detailed plan for implementation, focusing on developing detailed decrees to be able to pilot the cryptocurrency asset trading market.
Accordingly, the Ministry of Finance has assigned units to draft tax, fee and charge policies for cryptocurrency asset transactions; at the same time, develop accounting regulations applicable to businesses and related entities.
In particular, the Ministry is developing regulations to coordinate with the Ministry of Public Security and the State Bank to serve the process of reviewing, licensing and approving activities in this field.
"Up to now, the Ministry of Finance has not received any official requests from businesses. But we have information that some businesses have prepared for this, such as: registering for business lines to participate in the cryptocurrency asset market," the Deputy Minister of Finance informed.
According to Deputy Minister Nguyen Duc Chi, businesses also met with officials of the Ministry of Finance to discuss information technology, professional processes, capital capacity, etc., and the officials provided so that businesses have the fastest and most accurate information for ministries and branches to consider and grant licenses for trading in cryptocurrency assets.
Regarding the specific number, the Deputy Minister of Finance expects that many enterprises will be interested, but at most only grant licenses to 5 enterprises according to the pilot regulations.
Mr. Nguyen Duc Chi said that the relevant parties are making efforts to implement as quickly as possible to soon have the first licensed and operating in this field enterprises in the market.
"We really hope to push it earlier before 2026. However, this depends on whether the conditions of the enterprises are prepared to meet the requirements or not.
Hopefully, with the close coordination between businesses and functional units of the Ministry of Finance, we will soon promote this progress," the leader of the Ministry of Finance emphasized.
