On October 5, Politburo member and Prime Minister Pham Minh Chinh chaired an online conference with the Government in September 2025.
In his concluding remarks, the Prime Minister noted that ministries, branches and localities focus on implementing 3 steps including:
1. Accelerate the disbursement of public investment capital, remove difficulties for production and business, create jobs and livelihoods for people, strive for growth of over 8%.
2. Effectively implement Resolution 59 of the Politburo on breakthroughs in science and technology development, innovation, digital transformation in all sectors, fields, and localities to serve rapid and sustainable development.
3. Accelerate the completion of difficulties and problems, synchronous and effective operation of local government at both levels, creating all conveniences for people and businesses.
Regarding the contents of key tasks and solutions, the Prime Minister requested to closely monitor the developments of the situation, ensure market and price stability, especially goods and services managed by the State; implement measures to strengthen management, orientation, and control of house and land prices.
Deploy and effectively operate the 2-level local government model. Ministries, branches and localities promptly remove difficulties and obstacles; strengthen inspection, guidance and training of expertise and profession. Complete payment of regimes and policies for those who quit before October 10.
Review and arrange commune cadres in accordance with their expertise; improve the quality of cadres. Promote the connection of information systems, databases, and administrative procedures, ensuring smoothness and efficiency. Improve the ability to create development at the commune level.
Focus on removing difficulties and obstacles for projects with long-standing backlogs; effectively implementing the plan to handle SCB Bank and weak commercial banks; the Ministry of Finance, the standing agency of Steering Committee 751, immediately deploy mechanisms and solutions to remove backlogs for nearly 3,000 projects after being approved by the Politburo.
Ministries, branches and localities should pay attention to speeding up the progress of social housing projects in 2025.
Regarding some important tasks in the fourth quarter of 2025, the Prime Minister requested preparations to start the component project 1 of the Lao Cai - Hanoi - Hai Phong railway project and clear the site for the North - South high-speed railway project; resolutely implement solutions to resolutely remove the IUU yellow card in 2025.
Assigning a number of specific tasks and solutions to ministries, branches and localities, the Prime Minister requested the Ministry of Finance to promote the upgrading of the stock market, mobilize resources, and issue construction bonds.
The State Bank of Vietnam focuses on controlling inflation according to the set goals; maintaining stability in the currency and foreign exchange markets; strengthening gold market management; resolutely implementing preferential credit programs.
The Ministry of Construction has completed amending decrees related to social housing development, promoting the implementation of railway projects.
The Ministry of Home Affairs continues to remove difficulties and obstacles, promote the operation of local government at 2 levels; develop a plan and guide the assessment of cadres monthly, quarterly, and annually for cadres under the management of the Government according to Party regulations.
The Ministry of Public Security and the Ministry of Foreign Affairs urgently study and continue negotiations with countries on visa exemption for ordinary passport holders; promote the application of biometric technology in traffic procedures.
