At the Government Standing Committee meeting held on February 3, Politburo member and Prime Minister Pham Minh Chinh requested ministries and branches to resolutely and effectively carry out the work of streamlining the organizational apparatus according to the direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister.
The Government leader also requested to perfect the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies after streamlining.
According to the Ministry of Home Affairs, the Government apparatus for the 2021-2026 term will be streamlined to 14 ministries and 3 ministerial-level agencies (a reduction of 5 ministries and branches, equivalent to 22.7%), including: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Ministry of Finance; Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Ethnic Minorities and Religions; Government Office; Government Inspectorate; State Bank of Vietnam.
According to the new plan, there are 5 agencies under the Government (reduced by 3 agencies, equivalent to 37.5%), including: Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.
On February 4, according to the Government Portal, implementing the plan to reorganize and streamline the Government's apparatus, the Ministry of Industry and Trade has developed a plan to reorganize the apparatus.
Accordingly, the activities of the Party Committees of the Ministry of Industry and Trade will end, and the Party Committee of the Ministry of Industry and Trade will be established under the Government Party Committee according to the requirements and plans of the Politburo. The activities of the Office of the Party Committee will end, and the functions and tasks will be transferred to the Party Committee of the Ministry of Industry and Trade.
End the organizational model of the General Department of Market Management. Establish the Department of Domestic Market Management and Development based on the functions, tasks and organizational structure of the General Department of Market Management and the Department of Domestic Market; transfer 63 local Market Management Departments to the People's Committees of provinces and cities and propose the model of Market Management Sub-Department under the Department of Industry and Trade.
Merge the Electricity and Renewable Energy Authority and the Electricity Regulatory Authority into the Electricity Authority; Merge the Department of Local Industry and Trade, the Department of Savings and Sustainable Development, the Department of Science and Technology into the Department of Technology, Green Transformation and Innovation; Merge the Department of European - American Markets and the Department of Asian - African Markets into the Department of Foreign Markets.
Rename the Department of Planning and Finance to the Department of Planning, Finance and Enterprise Management; transfer the function of synthesizing the local industrial and trade development situation of the local Department of Industry and Trade to the Department of Planning, Finance and Enterprise Management.
For other units under the Ministry, the Ministry of Industry and Trade continues to review and reorganize, ensuring streamlining, effectiveness, efficiency, and reducing internal organizations.
For public service units under the organizational structure, the Ministry of Industry and Trade will merge the Central School for Training and Fostering Industry and Trade Officials into the Institute for Research on Strategy and Industry and Trade Policy.
Implementing the above plan, the number of units in the organizational structure of the Ministry of Industry and Trade will be reduced by 6 units (from 28 units to 22 units), or a 21.4% reduction in the number of units.
