Vietnam's happiness index increased by 37 places, from 83rd in 2020 to 46th in 2025.

On the afternoon of October 12, at the National Convention Center (Hanoi), after a rote session in the morning, the 1st Government Party Congress, term 2025-2030, held an afternoon session.

Delegates gave their opinions on the draft Political Report, Report on the review of the leadership and direction of the Executive Committee, and documents submitted to the 14th National Party Congress.

At the discussion, delegates also commented on the draft Documents submitted to the 14th National Party Congress. The delegates highly agreed with the overall assessment of 5 years of implementing the Resolution of the 13th National Congress, agreeing with the assessment that "the country continues to achieve important, quite comprehensive results, many outstanding bright spots".

However, besides the achievements, there are also many limitations and shortcomings that require the entire Party to seriously overcome, make great efforts to bring the country into a new era of development, an era of national growth, an era of rapid and sustainable development.

The report at the discussion sessions said that the total social security expenditure (including national target programs) reached 1.1 million billion VND, accounting for about 17% of the total state budget expenditure for the period 2021-2025.

The total expenditure on disaster prevention and recovery support from the central budget reserve reached VND47,200 billion, accounting for about 27% of the total central budget reserve expenditure. Public debt will decrease from 44.3% of GDP in 2020 to about 35% in 2025

By the end of 2025, 3,245 km of expressway (exceeding the target of 3,000 km) and 1,711 km of coastal road (exceeding the target of 1,700 km according to the Resolution of the 13th National Party Congress) will be completed; basically completing Long Thanh International Airport Phase 1; striving to start construction of the Lao Cai - Hanoi - Hai Phong railway line.

Regarding the prevention and control of the COVID-19 pandemic, about VND 119,000 billion has been supported for over 68.4 million workers and over 1.4 million employers in difficulty; over 23.3 thousand tons of rice have been issued; effectively implemented the Socio-Economic Recovery and Development Program, of which about VND 175,500 billion has been allocated from the central budget for projects on infrastructure, healthcare, information technology, etc.

Some social indicators, the average income of workers increased from 5.5 million VND/month in 2020 to 8.4 million VND/month in 2025. The proportion of labor in the agricultural sector decreased from 33.1% in 2020 to about 25.8% in 2025; the proportion of labor in the industrial, construction and service sectors increased from 66.9% to 74.2%; the proportion of trained labor increased from 64.5% to 70%.

The health insurance coverage rate increased from 90.2% in 2020 to 95.2% in 2025 (the target is over 95%). The multidimensional poverty rate will decrease from 4.1% in 2021 to 1.3% in 2025. Out of over 689.5 thousand tons of rice to support the people. Complete the basic goal of eliminating temporary and dilapidated houses 5 years and 4 months ahead of schedule with over 334,000 apartments.

The whole country is implementing the construction of 633,000 social housing units, striving to complete 100,000 units in 2025. The rate of trained workers will increase from 64.5% in 2020 to 70% in 2025.
