Details of the allowance level for the Militia and Self-Defense Commander

The allowance regime for the Militia and Self-Defense Command is stated in the consolidated document on force building and the regime and policies for the Militia and Self-Defense Forces.

On March 12, the Ministry of National Defense issued a consolidated document No. 08/VBHN-BQP detailing a number of articles of the Law on Militia and Self-Defense Forces on the organization and construction of forces and regimes and policies for Militia and Self-Defense Forces.

The Decree has detailed the allowance regime for militia and self-defense command positions; the regime and policy guaranteed for each militia and self-defense force component; conditions, benefits, procedures and agencies responsible for ensuring funding, regimes and policies for militia and self-defense forces that do not participate in social insurance and health insurance for those who are sick, have accidents or die.

The Decree takes effect from August 15, 2020 and replaces Decree No. 03/2016/ND-CP dated January 5, 2016 of the Government detailing and guiding the implementation of a number of articles of the Law on Militia and Self-Defense Forces.

Notably, Article 7 of the Decree has detailed regulations on the allowance regime for the position of militia and self-defense commander.

For monthly allowances for militia and self-defense command positions, the benefit level is as follows:

Commander, Political Commissar of the Commune-level Military Command; Commander, Political Commissar, Military Command of the agency or organization: 561,600 VND.

Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Political Commissar of the battalion; Squadron Commander, Political Commissar of the Squadron; Squadron Commander, Political Commissar of the regular militia; Company Commander, Political Commissar of the Mobile Militia Company: 514,800 VND.

Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Squadron Commander, Deputy Squadron Political Commissar; Deputy Squadron Commander, Permanent Deputy Political Commissar of the Militia; Deputy Squadron Commander, Deputy Political Commissar of the Mobile Militia Company: 491,400 VND.

Company commander, Company Political Commissar; Squadron Commander, Squadron Political Commissar; Mobile Militia Lieutenant, Standing militia Lieutenant: 468,000 VND.

Village team leader: 280,800 VND and receive an additional 100% allowance for the position of platoon leader when concurrently holding the position of on-site militia platoon leader, or 100% allowance for the position of platoon leader when concurrently holding the position of on-site militia platoon leader. In case the village only organizes local militia groups, it will receive an additional 100% of the position allowance of the squad leader.

Deputy Company Commander, Deputy Political Commissar of the Company; Deputy Squadron Commander, Deputy Political Commissar of the Navy: 351,000 VND.

Lieutenant Commander, Permanent Militia Squad Leader: 280,800 VND. Squad Leader, Captain, and Squad Leader: 234,000 VND.

Also according to the Decree, the period of receiving position allowances will be calculated from the date of the appointment decision and implementation until the date of the decision to cease holding the position.

In case of holding a position for 15 days or more in a month, they will receive a full month allowance, holding a position for less than 15 days in a month, they will receive 50% of the position allowance for that month.
