The Government has issued Decree No. 25/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs, officially effective from March 1.
The Ministry of Home Affairs is a Government agency, performing the function of state management of a number of sectors and fields.
In particular, in the field of labor, wages and social insurance, the Ministry of Home Affairs helps the Government guide and organize the implementation of legal regulations on labor contracts, labor discipline, material liability, dialogue at the workplace, collective bargaining, collective labor agreements and labor dispute settlement;
Guiding the implementation of labor law provisions for female workers, underage workers, elderly workers, disabled workers, domestic helpers and some other workers.
In addition, the Ministry guides the registration and state management of the activities of labor representative organizations according to the provisions of labor law; performing the tasks of national units in the labor sector during Vietnam's participation in international trade agreements;
Guiding the implementation of legal regulations on policies, salary regimes, allowances, living expenses, bonuses for cadres, civil servants, public employees from the central to commune levels and contract workers in state agencies and public service units.
Regarding the field of employment, the Ministry of Home Affairs guides and organizes the implementation of legal regulations on employment; unemployment insurance; recruitment and management of Vietnamese workers; unified management of foreign workers working in Vietnam.
Guiding and organizing the collection, storage, synthesis, analysis, forecasting, and disclosure of labor market information under the assigned sectors and fields in addition to labor market information in the national statistical target system;
Issue regulations on management, exploitation, use and dissemination of labor market information; guide the implementation of legal regulations on organization and operation of employment services; guide the management and use of the National Employment Fund according to the provisions of law.
According to Mr. Vu Dang Minh - Chief of Office and Spokesperson of the Ministry of Home Affairs, up to now, the Steering Committee for the arrangement of the apparatus when transferring a number of units under the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Home Affairs has received applications for early retirement and resignation from work from over 180 people.
Of which, there are over 60 cadres working at the Ministry of Labor, War Invalids and Social Affairs and about 120 people working at the Ministry of Home Affairs. The number of early retirement applications, according to Mr. Minh, may increase in the coming time.
Many cadres, civil servants and public employees who have applied for early retirement are holding the positions of heads and deputy heads of units under and directly under the Ministry of Home Affairs such as: Director of the Department of Organization and Personnel, Director of the Department of Youth Work, Director of the Department of International Cooperation, Acting Director of the Department of Salary, Deputy Director of the Department of Administrative Reform...
