In Official Dispatch 7415 of 2025 on the plan to ensure personnel at the commune level, the Ministry of Home Affairs requested the People's Committees of provinces and centrally run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet the requirements of expertise and profession according to the functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants at administrative organizations at the commune level according to the instructions in Official Dispatch 09 of 2025.
According to the list of job positions attached to the Official Dispatch, there are 28 professional and technical positions oriented to be arranged by industry and field.
The Department of Culture and Society is arranged with 8 positions, divided into 4 field groups.
In particular, in the field of education and training alone, the Ministry of Home Affairs describes in detail the tasks and capacity framework for 1 job position to arrange civil servants at the commune level.
Accordingly, education and training specialists fully perform the tasks of professional civil servant positions in the field of education and training according to the instructions in Circular No. 15/2023 dated August 9, 2023 of the Minister of Education and Training; Circular No. 10/2023 dated October 17, 2023 of the Minister of Labor, War Invalids and Social Affairs ( Vocational Education).
The above job positions are based on the actual situation in the area and the requirements of key tasks in the field of education and training at the commune level, the People's Committees at the commune level proactively determine the requirements for the training major of civil servants to arrange them appropriately, ensuring good performance of assigned tasks.
