Continuously in recent days, Prime Minister Pham Minh Chinh has chaired many meetings and directed many contents to review and discuss solutions to remove difficulties and obstacles so that the operation of the 2-level local government model can truly be disciplined and operate effectively and efficiently.
These include the Government meeting on local government at 2 levels; meeting on the arrangement of public service units under ministries, branches and localities; Resolution No. 303/NQ-CP on solutions to effectively implement local government at 2 levels.
In accordance with the direction of the Politburo, the Secretariat, the Government, and the Prime Minister issued resolutions and telegrams to assign ministries and branches to urgently carry out assigned tasks.
On October 8, according to information from the Ministry of Home Affairs, Conclusion No. 174-KL/TW (on building the organization and operation of administrative units at both levels to ensure smoothness and efficiency) assigned the Government Party Committee to lead and direct the urgent review, amendment and supplementation of regulations on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, and public employees.
To carry out this task, the Ministry of Home Affairs has advised the Politburo, which is continuing to improve and report back in December 2025.
The Ministry of Home Affairs has advised the Government Party Committee to report to the Politburo on reviewing and evaluating the situation of management and use of the Government payroll after restructuring the apparatus.
At the same time, coordinate with the Central Organizing Committee to complete the determination of job positions, as a basis for determining the payroll until 2031 of ministries; ministerial-level agencies; agencies under the Government; local governments; Vietnamese representative agencies abroad; public service units and mass organizations assigned by the Party and State to work at the Central level.
The Ministry of Home Affairs coordinates with localities to review the situation of cadres and civil servants working in ethnic and religious affairs, especially cadres working in state management of beliefs and religions, ensuring correct job positions, correct capacity and strengths; sufficient quantity and quality, meeting the requirements and tasks at the grassroots level.
The Ministry of Education and Training is developing guidelines on job positions, structure of civil servants according to professional titles and norms for the number of people working in educational institutions as a basis for localities to implement.
Implementing Conclusion No. 183-KL/TW of the Politburo and the Secretariat on actively implementing the operation of the 2-level local government model, strongly shifting the grassroots level to proactively grasping and managing the socio-economy, national defense and security, the Ministry of Home Affairs is developing a set of tools to evaluate work efficiency, as a measure of the quality of civil servants and public employees.
The Ministry of Finance continues to pay attention to allocating financial resources from the central budget to support the digitization of documents and records; investing in facilities, public housing, and essential information technology equipment in newly established communes, wards, and special areas, especially in mountainous and disadvantaged localities.
In particular, the Ministry of Finance is studying and advising on the institutionalization of Resolution No. 201/2025/QH15 of the National Assembly to pilot a number of specific mechanisms and policies for the development of social housing in the direction of expanding the subjects eligible to buy and rent social housing.
