This content is stated in Conclusion No. 195-KL/TW of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at both levels.
Accordingly, in Conclusion No. 195-KL/TW, the Politburo and the Secretariat requested the Government Party Committee to lead and direct: Guiding the payment of regimes and policies for cadres, civil servants, and workers who have decided to retire or quit before August 31, 2025 and have not been paid; completing the payment before October 15, 2025 for cases where there has been a decision to retire before August 31, 2025.
Conclusion No. 195-KL/TW also requires ministers, heads of ministerial-level agencies, and secretaries of local Party committees to base on the Report of the Central Organizing Committee and the Supervisory Report of the Central Inspection Committee to directly assess and direct the overcoming of existing problems and limitations that have been pointed out under the responsibility of ministries, branches, and localities; clearly assign responsibilities and clearly determine the time to complete the overcoming.
Including the content of the implementation of the payment of regimes and policies for civil servants and employees who have decided to retire or quit before August 31, 2025, to be completed before October 15, 2025.
The Resolution of the regular Government meeting in August 2025 also outlined specific tasks of ministries, branches and localities. Accordingly, the Government assigned the People's Committees of provinces and centrally run cities to focus on implementing key tasks, including promptly and fully resolving regimes and policies for cadres, civil servants, public employees and workers in the process of restructuring the apparatus and implementing local government at 2 levels, especially in cases where there have been decisions to resign.
Previously, regarding the payment of policies, in the document sent to the Ministry of Home Affairs, the Ministry of Finance mentioned three remaining problems in the process of paying policies for civil servants who retire early according to Decree 178/2024 and Decree 67/2025, and at the same time recommended that the Ministry of Home Affairs guide them to resolve them.
First, for those who have retired or quit before August 31, the budget-using units have been assigned sufficient estimates for implementation. However, payment records sent to the State Treasury after September 1 no longer have a legal basis for payment, leading to a deadlock in the implementation of workers' rights.
Second, for those who have decided to retire or quit before August 31 but the budget estimate has not been allocated to the unit in time, the payment must comply with the allocation process, and when there is an estimate, the Decree will be stuck in the effective date of the Decree, making it impossible for the State Treasury to disburse.
Third, in the case of people taking a leave from September 1 to December 31, there will be confusion: If the payment is made according to the leave period, it may violate regulations, but if they wait until the new Decree takes effect, the employee will have to wait a longer time, affecting their rights.
