Conclusion No. 195 clearly states that Ministers, heads of ministerial-level agencies, and secretaries of local Party committees, based on the Report of the Central Organizing Committee and the Supervisory Report of the Central Inspection Committee, directly manage and direct the overcoming of shortcomings and limitations that have been pointed out under the responsibility of ministries, branches, and localities; clearly assign responsibilities and clearly determine the time to complete the overcoming, including:
Immediately deploy the arrangement, mobilization, and arrangement of the team of cadres and civil servants; arrange enough professional cadres (especially cadres with experience in land management, planning, construction, finance, information technology, education and health management, etc.) to the grassroots, to be completed before October 15, 2025; completely implement the payment of regimes and policies for cadres and civil servants and employees who have decided to retire or quit before August 31, 2025, to be completed before October 15, 2025.
Review and evaluate the current situation of the staff before and after the arrangement of administrative units, implement the 2-level local government model; identify the shortage, surplus, causes, solutions to overcome, clarify the arrangement of district (old) and commune (old) cadres, report to the Politburo (through the Central Organizing Committee before October 15, 2025).
Strengthen training and equipping local civil servants with knowledge and skills to effectively perform decentralized, delegated tasks and determine authority.
Continue to pay attention to and fully arrange working equipment and means, especially conditions for transmission lines and connection signals; complete digital infrastructure, digital platforms, digital data to ensure smooth connection between central and provincial authorities; build and effectively exploit databases; enhance the application of science and technology in managing and handling administrative procedures; integrate with digital transformation programs, administrative reform associated with decentralization with administrative procedure reform and digitalization, standardization of work processes.
Timely report difficulties and problems in the implementation of decentralized tasks, decentralization, and division of authority to departments, ministries, and branches to soon have solutions to ensure smooth and effective operations.
Lead and direct specialized agencies, advise and assist local Party committees and authorities to actively review to report to competent authorities to issue solutions to remove difficulties and obstacles in institutions and policies, meeting practical requirements.
