The Government has issued Resolution 07/2025/NQ-CP on policies and regimes for subjects affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion 183-KL/TW in 2025 dated August 1, 2025 of the Politburo and the Secretariat. The Resolution takes effect from September 17, 2025.
Pursuant to Article 9 of Resolution 07/2025/NQ-CP, it is stipulated as follows:
Transitional provisions
1. Cadres, civil servants, public employees, workers, subjects of the armed forces and people working at the Association assigned by the Party and the State at the provincial and district levels before July 1, 2025 who are subjects of application specified in Articles 1, 2, 3, 4 and 5 of this Resolution, if they have quit their jobs due to the arrangement of the apparatus according to the requirements of the implementation of the summary of Resolution No. 18-NQ/TW, implementing the 2-level local government organization model from the date of the decision to reorganize the apparatus of the competent authority until before the effective date of this Resolution but have not yet enjoyed the policies and regimes prescribed by the Government, will be subject to the policies and regimes prescribed in this Resolution; in case they have enjoyed the policies and regimes but have enjoyed the level of subsidies lower than the policies and regimes prescribed in this Resolution, they will be supplemented according to the provisions of this Resolution.

Thus, civil servants and public employees working at the provincial and district levels before July 1, 2025 who are subject to the provisions of Articles 1, 2, 3, 4 and 5 of Resolution 07/2025/NQ-CP if they have quit their jobs due to the reorganization of the apparatus according to the requirements of the implementation of the summary of Resolution 18-NQ/TW, implementing the 2-level local government organization model from the date of the decision to reorganize the apparatus of the competent authority until the effective date of Resolution 07/2025/NQ-CP and have enjoyed the policy and regime but the subsidy level is lower than the policy and regime prescribed in Resolution 07/2025/NQ-CP, will be granted additional support according to the provisions of Resolution 07/2025/NQ-CP.
