On the afternoon of November 12, at the National Assembly's question and answer session, Prime Minister Pham Minh Chinh reported to clarify related issues.
Regarding the socio-economic situation in October and the first 10 months of 2024, the Prime Minister emphasized that in October, our country's socio-economic situation continued to have a positive trend, surpassing that of September. Overall, the results achieved in the first 10 months were better than the same period in 2023 in most areas.
The macro economy continues to be stable, inflation is under control, and major balances are ensured. The consumer price index (CPI) has decreased gradually each month, with an average increase of 3.78% over the same period in the first 10 months. The state budget revenue is estimated to reach 97.2% of the estimate, up 17.3% over the same period. Up to now, the budget revenue has been completed by 100%.
The Government has reported and proposed to the Politburo to agree on a plan to handle all 12 projects that have been behind schedule and ineffective for many years. Some of these projects have made a profit (it is expected that in 2024, DAP Hai Phong will make a profit of 215 billion VND, Dam Lao Cai will make a profit of 102 billion VND, and Dam Ha Bac will make a profit of 5 billion VND).
In particular, the compulsory transfer of two weak banks has been completed.
Regarding the disbursement of public investment capital, the Prime Minister said that, as stated by some National Assembly deputies, disbursement is still slow; after 10 months, the disbursement rate reached 52.29% (the same period in 2023 was 56.74%), ODA capital disbursement only reached 27.88%; 29 ministries, central agencies and 21 localities have disbursement rates below the national average, of which 9 ministries, agencies and localities have disbursement rates below 20%.
In recent times, this work has been focused on by the Government and the Prime Minister and has achieved some positive results.
In particular, managing state budget revenue and expenditure more closely and effectively, saving expenditure, especially regular expenditure, allocating increased resources for human development expenditure, ensuring social security and development investment expenditure; effectively overcoming the spread of investment; the public debt ratio and budget deficit are lower than the permitted limit.
Management, exploitation and use of public assets, land, resources and minerals have been strengthened; inspection, examination and auditing have been focused; many economic cases have been investigated, prosecuted and tried, and a large amount of money and assets have been recovered for the state.
At the same time, promote the reduction and simplification of administrative procedures and digital transformation, including the implementation of Project 06, contributing to saving social costs of over 3 trillion VND annually.
Regarding the cause, the Prime Minister pointed out that there was a situation of outstanding debt, slow issuance of detailed regulations, and conflicts and overlaps leading to waste of resources.
Compliance with financial discipline and order in some projects is still not strict. Re-arranging the housing and land facilities of some agencies, units and localities is still slow; the situation of wasting time and using land, resources and minerals is slow to be overcome.
Administrative procedures are still cumbersome. The arrangement, consolidation, and streamlining of the apparatus, reduction of focal points, reduction of intermediate levels, reduction of regular costs, restructuring, and improvement of the quality of the staff, civil servants, and public employees are still slow.
In the coming time, the Government and the Prime Minister will focus on directing the urgent review and amendment of legal regulations. Continue to review, cut and save state budget expenditures, especially regular expenditures.
Strengthen inspection and examination in all fields, especially investment, public assets, land, minerals, etc.; strictly handle violations in the spirit of "handling one case, warning the whole region, the whole field".
Simplify and cut down administrative procedures to the maximum; focus on reviewing and thoroughly handling backlog, prolonged, ineffective projects, and weak credit institutions.
Strengthen communication, build a culture of thrift and fight waste throughout society; build a state administrative apparatus in the spirit of General Secretary To Lam's direction "Refined - Lean - Strong - Effective - Efficient - Effective - Efficient".
