In case the commune does not organize specialized departments under the People's Committee, the Government also assigns the provincial People's Committee to decide to increase the payroll compared to the number of payrolls of commune -level cadres and civil servants to perform new tasks transferred from the district level.
Regarding the number of leadership titles, the Steering Committee of the Government, the leadership of the commune People's Council consists of the Chairman (concurrent title) and 1 Vice Chairman (specialized title).
Leaders of the People's Committee of the commune have the Chairman (specialized titles) and 2 Vice Presidents (1 Vice Chairman concurrently the position of Chief of the People's Council Office and People's Committee; 1 Vice Chairman concurrently holds the position of Director of the Center for Public Administration Serving).
Committees of the People's Council have the Head of the Board (the concurrent title) and 1 Deputy Head of the Board (specialized titles).
The departments and the equivalent of the People's Committee were headed (full -time titles or by Vice Chairman of the People's Committee) and 1 deputy (full -time title).
In case the commune level remains the same (not arranged) and does not organize specialized departments, the number of vice presidents of the People's Committee of the commune may arrange an increase of one vice president to ensure the leadership and administration role of the government in serving people and businesses.
Regarding the organizational structure, the provincial government (provinces and cities directly under the Central Government), the Government Steering Committee requests basic maintenance as the current model.
The provincial level has People's Council and People's Committee. In particular, the provincial People's Council organizes 3-4 specialized committees to assist.
Accordingly, the provincial People's Council established 3 committees, including: Legal Department, Economic - Budget Committee, Culture and Social Committee (for the province with many ethnic minorities that can establish more ethnic minorities).
The People's Council of the City under the Central Government established 4 boards (Legal Department, Economic - Budget Department, Culture - Social Committee and Urban Committee) in accordance with the Law on Organization of Local Government in 2025.
The Government Steering Committee requests the provincial People's Committee to organize up to 14 departments and the equivalent (Hanoi and Ho Chi Minh City alone to organize up to 15 departments and equivalents) according to the Government's regulations.

Entering the status quo agencies of the provincial People's Council is unified in localities and the Office of the National Assembly Delegation and the provincial People's Council in accordance with the regulations of the Standing Committee of the National Assembly.
In case the People's Council is one of the provinces before the organization of the Ethnic Minority Committee, the provincial People's Council after arranging is also organized this professional committee to operate until the end of the term 2021-2026.
