Committees of the People's Council have the Head of the Board (the concurrent title) and 1 Deputy Head of the Board (specialized titles).

The departments and the equivalent of the People's Committee were headed (full -time titles or by Vice Chairman of the People's Committee) and 1 deputy (full -time title).

In case the commune level remains the same (not arranged) and does not organize specialized departments, the number of vice presidents of the People's Committee of the commune may arrange an increase of one vice president to ensure the leadership and administration role of the government in serving people and businesses.

The Government Steering Committee requests the provincial People's Committee to organize up to 14 departments and the equivalent (Hanoi and Ho Chi Minh City alone to organize up to 15 departments and equivalents) according to the Government's regulations.
