According to the Government's proposal, the provincial local authorities include the People's Council (People's Council) and the People's Committee (People's Committee).
The provincial People's Council established 3 boards: Legal Department, Economic - Budget Committee, Culture and Social Committee (for the province with many ethnic minorities that may establish more ethnic minorities).
The People's Council of the City under the Central Government established 4 boards (Legal Department, Economic - Budget Department, Culture - Social Committee and Urban Committee) in accordance with the Law on Organization of Local Government in 2025.
The number of cadres, civil servants and public employees of the provincial level after the maximum arrangement does not exceed the total number of cadres, civil servants and public employees (the number of presence) of the provincial level before the arrangement and streamlining the payroll in association with the restructuring, improving the quality of cadres, civil servants and public employees, ensuring that within 5 years of basic layout as prescribed.
